Senior Testing and Commissioning Engineer

Role Overview

Senior Testing and Commissioning Engineer at HILL International.

Role Purpose

Lead and manage all testing and commissioning activities for large-scale projects, ensuring integration, validation, and compliance with client needs and project standards. Oversee the execution of test and commissioning plans while directing discipline engineers and coordinating with multiple stakeholders to deliver safe, compliant project completion.

Key Responsibilities

Testing and Commissioning Management

• Manage the integration and validation activities of the Contractor.
• Validate all Test and Commissioning plans and test procedures for the program.
• Review testing and commissioning plans submitted by the Contractor to ensure compliance with operational requirements.
• Approve testing and commissioning works.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.
• Write Testing and Commissioning reports and documentation.
• Review calibration of testing equipment on site.

Team Leadership and Supervision

• Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning of work.
• Plan, organize and supervise works to ensure all works performed within the parameters of the project schedule.
• Coordinate all activities for the successful Commissioning of the project within project schedules and contractual requirements.

Risk Management and Safety

• Initiate risk assessment of testing and commissioning works.
• Review and endorse risk assessment results and recommend course of action to ensure mitigation of risks.
• Inform yourself of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within HILL International.
• Ensure continued compliance with Quality, Environmental, Safety and Occupational Health requirements while employed by HILL International.

Stakeholder Coordination

• Liaison with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defiance, EXPRO and other third parties related to all necessary testing and commissioning requirements for the project.
• Oversee all coordination between Client, Contractor, vendors, Engineering, sub-contractors and any other external or internal agency to ensure smooth Commissioning of the process plant.
• Participate in negotiations with regulatory agencies in public meetings with the client.

Project Completion and Handover

• Assume entire responsibility for the completion of the implementation in conformance with the client's needs and project standards.
• Attend to final inspections on completed projects.
• Initiate Contract Completion Certificates and Handover Certificates.
• Ensure completion of training for maintenance and operative staff.
• Ensure completion of O&M manual, spare parts and as-built drawings.

General

• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Degree in engineering or scientific discipline.
• Minimum 15 years' experience in large-scale projects.
• Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
• Experience of implementing a zero accident philosophy.
• Excellent knowledge of Water and Wastewater works.

Skills & Competencies

• Extensive knowledge of health, safety and environmental policies, processes and procedures.
• Knowledge of the Project Construction Environmental Control Plan.
