Role Purpose

Supervise, review, and develop effective Health, Safety and Environment programs, procedures, training, work practices, and controls in liaison with Group HSE Function. Review recommendations regarding planned expansion, modification, or closure of projects where EHS risks may be posed or impacted. Implement HSE Management requirements on related projects to ensure HSE Systems adhere to ADNOC policies, guidelines, and expectations.

Key Responsibilities

HSE Management

• Review, evaluate, and analyze work environments and design programs and procedures to control, eliminate, and prevent disease or injury caused by chemical, physical, biological agents, or ergonomic factors.
• Conduct inspections and enforce adherence to laws and regulations governing health and safety of individuals.
• Supervise the activities of assigned personnel in the unit.
• Develop Health, Safety and Environment scope of works for Consultants and Contractors.
• Ensure project's Environmental Management Systems and performance are in compliance with HSE Impact Assessment Codes, HSEIA Guidelines, and Project-specific HSEIA Report recommendations.
• Review projects' Safety and HSE target schedules to ensure they are being achieved effectively and efficiently in accordance with Corporate, Company, and Project requirements.
• Develop and update Safety and Environment standards, procedures, and guidelines in conformity with Company policies for in-house use or by Contractors and Consultants undertaking Projects.
• Develop and update the Division's Health, Safety and Environment annual Audit Programs, plans, and Training Programs for all areas.
• Administer Health, Safety and Environment documents and records to ensure compliance with Integrated Management System requirements.
• Review design work of Consultants to ensure conformity with Company safety requirements and scope of works.
• Enhance approval of safety and environmental studies and other safety documents of Projects, incorporating ADNOC requirements.
• Review work related to safety and environment of design Consultants and Contractors and ensure requisite quality and standards are maintained and adopted.

Project Evaluation and Compliance

• Participate in Hazop, environmental, safety studies, accident investigation, and other report reviews for all projects.
• Participate in Technical Evaluations of technical submittals by tenderers for new projects.
• Enhance the approval process of the health, safety and environmental impact assessment study for new projects.
• Review and endorse HSE Documents submitted by Consultants.
• Review and comment on project HSE Deliverables in accordance with Requirements across Appraisal, Select, FEED, and Execute phases.

Strategy and Planning

• Lead the preparation of Annual Sustainability Report to Health, Safety and Environment Division, Corporate Support Directorate.
• Lead, develop plans, and coordinate resources for implementation of all ADNOC guidelines and Codes of Practice related to Health, Safety and Environment.
• Develop fit-for-purpose HSEMS in accordance with current requirements.
• Develop and Implement HSE audit Plan of Project sites to assure operations comply with Company HSEMS requirements and expectations.
• Establish a document control system for the HSEMS and associated HSE systems, programmes, and procedures.

Site Operations and Monitoring

• Provide guidance and support to construction and commissioning at site on safety and environmental matters.
• Ensure state-of-the-art technology is applied in selection of safety equipment and both local and other statutory regulations are applied in projects.
• Regularly visit project sites and ensure Health, Safety and Environment Systems are fully implemented in accordance with Company's HSE requirements.
• Supervise the Safety and Health Program and assume authority of monitoring and enforcing the elements of the program.
• Periodically monitor the site to determine adherence to the Company Safety and Health Program.
• Install and maintain health, safety and environmental systems to ensure 100% HSE concept implementation and compliance with 100% HSE culture in accordance with ADNOC accountability framework requirements.

Reporting and Compliance

• Carry out extensive statistical analysis and work as per results derived from the analysis.
• Prepare annual HSE letters for submission to top Management.
• Supervise, prepare, maintain, and submit safety reports and ensure Environmental permits are submitted in timely manner in accordance with Company, Federal, Provincial, and Local EH&S regulations.
• Report Safety and Health compliance and ensure environmental compliance for Operations are reported to ADNOC GHSE.
• Maintain current working knowledge of Company, Federal, Provincial, and local safety, environmental, and occupational health regulations.
• Responsible for configuring and continuous upgrading health, safety and environmental systems in ADNOC.

Qualifications & Experience

• Bachelor Degree in Engineering or Science field.
• 8 years' experience in safety engineering and HSE management systems.
• Maintain current working knowledge of Company, Federal, Provincial, and local safety, environmental, and occupational health regulations.

Skills & Competencies

• Good computer skills.
• Good knowledge of English.

Additional Information

Professional Certifications

• Membership in a recognized International Safety Engineering Organization is preferable.
• Diploma in Health and Safety Engineering.
