Role Purpose

Lead the pre-contract and measurement team across Abu Dhabi, delivering technical integrity, innovation and professional development. Manage cost planning, estimations, valuations, and commercial risk across the full project lifecycle.

Key Responsibilities

Pre-Contract Services

• Deliver cost planning and estimating using BCIS and NRM1.
• Conduct value engineering, cash flow forecasts, whole life costing and risk management.
• Produce bills of quantities using POMI and CESSM3.
• Provide tender services including compilation, tender analysis, negotiations and recommendations.
• Draft contracts using FIDIC standards.

Post-Contract Management

• Manage bonds, insurances and guarantee logs.
• Prepare interim valuations and payment certificates.
• Analyse variations, develop recommendations and manage variation processes.
• Execute risk and value management and cost control functions.
• Conduct costs analysis project work.
• Identify, analyse and develop responses to commercial risks.

Reporting & Compliance

• Prepare progress and cost reports.
• Report to Associate Director on all commercial issues.
• Understand and apply implications of health and safety regulations.
• Attend and represent the organization at commercial meetings.

Qualifications & Experience

• MRICS or APC candidate who anticipates completing chartership within a specified timeframe.
• Degree in Quantity Surveying from a recognized UK university.
• Minimum 10 years' experience in quantity surveying.
• Minimum 5 years' experience in UAE or international markets.
• Minimum 3 years' background as a consultant and/or client-side professional.
• Experience in solid reclamation and marine sectors.

Skills & Competencies

• Advanced proficiency in CostX or similar quantity surveying software.
• Strong interpersonal, communication and presentation skills.
• Proven project background and technical writing ability.
• Demonstrated English language proficiency for technical documentation.
