Role Overview
Senior Manager Procurement at JASARA PMC, based in Saudi Arabia. This role leads the procurement department for civil engineering projects and is responsible for developing procurement strategies, managing supplier relationships, negotiating contracts, and ensuring regulatory compliance.

Role Purpose
To oversee and manage the full procurement process for civil engineering projects, developing and implementing procurement strategies that align organizational goals with cost efficiency, quality, and sustainability standards while driving departmental performance and team development.
Key Responsibilities
Strategy & Planning
- Develop and implement procurement strategies in alignment with the organization's goals and objectives, in collaboration with scope owners and stakeholders.
- Manage the development of different sourcing strategies to procure quality and cost-effective services, materials, and projects in support of project business objectives.
- Identify appropriate purchasing methods including single sourcing, competitive bidding, and framework agreements.
- Ensure regular update and review of the department procurement plan based on evolving priorities and business needs of concerned stakeholders.
Supplier & Vendor Management
- Identify qualified suppliers and conduct market sounding and market research.
- Manage supplier and vendor relationships to ensure timely and cost-effective procurement of goods and services.
- Manage negotiations with suppliers and vendors for optimization of materials and services and minimization of risks.
- Ensure adoption of approved contract terms and conditions when bidding a contract and recommend changes as needed.
Procurement Documentation & Compliance
- Prepare and execute procurement documentation in collaboration with department stakeholders, including Long List, EOI, Short List, RFP Tender documentation, Bid Evaluations, Award Recommendations, and Contracts.
- Ensure development and update of contract templates in coordination with appropriate stakeholders, including templates for EOI, RFP, and related documentation as needed.
- Provide support with change order requests through review and amendment of contracts as needed and in alignment with project policies.
- Ensure compliance with regulations and company policies.
Stakeholder & Process Guidance
- Provide guidance to stakeholders on procurement processes and best procurement practices.
- Collaborate with other departmental teams to identify procurement needs and develop solutions.
Performance & Team Leadership
- Manage the achievement of departmental objectives by setting individual objectives, managing own performance, and adhering to department procurement programme timelines.
- Provide overall direction and guidance to mentor, coach, motivate, and challenge teams and other stakeholders.
- Provide opportunities for growth and development within the Procurement department.
- Lead, mentor, and develop team members.
- Work proactively within a fast-paced and continuously evolving department with a deadline and quality-driven focus.
Qualifications & Experience
- Bachelor's degree in Business Administration, Engineering, or a related field.
- Minimum of 15 years of experience in procurement management or a related role.
- Proven track record of successful procurement strategies and cost savings.
- Strong knowledge of procurement regulations, policies, and procedures.
