Role Overview
Senior Engineer, Contracts at ADNOC. The role is based on-site with occasional travel to project locations in the United Arab Emirates.
Role Purpose
Ensure the provision of centralized contract development activities to meet the Company's all contracting requirements in a cost-effective, timely and efficient manner. Handle complex and high value contracts, develop complete and accurate contracts for all Company works and services requirements, recommend qualification and evaluation criteria, advise users on contractual and commercial matters, and evaluate claims and contract variations through to closeout.
Key Responsibilities
Tender Planning & Contracting Strategy
- Develop contracting activities plan for each tender in line with Company requirements.
- Review contracting strategies, tendering procedures and method of reimbursement.
- Prepare initial shortlist of bidders.
- Ensure accurate tender documents are compiled and completed from technical, contractual, commercial, financial and legal points of view.
- Verify all relevant criteria are approved and included in the invitation to tender.
- Consult with Finance and Legal personnel on development of standard form of contracts and approval of deviations from standard terms and conditions.
- Prepare necessary forms for opening of priced and un-priced bids as per Company procedures.
- Participate at bid opening as per Delegation of Authority.
- Ensure utmost fairness and strict confidentiality of the bidding process.
Bid Negotiations & Evaluation
- Ensure timely and accurate preparation of necessary paperwork and participate in negotiation meetings with bidders as required.
- Review and conduct techno-commercial evaluation of bids.
- Shortlist recommended Contractor with justification and basis for management approval.
Contract Award & Administration
- Ensure accurate preparation of Letter of Award to approved Contractor as per Delegation of Authority.
- Plan and ensure timely execution of the Agreement.
- Prepare Letter of Award using standard correspondence template.
- Register Contract in SAP to obtain Contract Number upon receipt of Award approval.
- Forward Letters of Award for ADNOC delegated signature.
- Arrange for Contractor's collection and confirmation of receipt.
- Review and check that Letter of Award is correctly executed by Contractor.
- Review and endorse standard correspondence memorandum distributing Letter of Award to End User and Finance.
- Prepare Contract Document in coordination with End User, consolidating Tender Bulletins, Bidder's Technical Bid submittal and Bidder's replies to Tender Clarifications into the original RFT document using Contracts Division Checklist guidelines.
- Submit Contract Document for review and checking by Contracts Division Manager.
- Review and endorse standard correspondence forwarding Final Contract Document to End User Unit Manager for review and concurrence.
- Update Contract Document based on End User Unit Manager's comments if comments are technically correct and/or contractually acceptable.
- Arrange for two original Contracts to be printed.
- Perform page checks and initial each page of both Contracts.
- Review and endorse standard correspondence letter issuing Contracts to Contractor for signature.
- Review Contractor-signed original Contract Documents against Contracts Division checklist to ensure correct execution.
- Arrange for internal circulation for ADNOC signature as per Delegation of Authority.
- Review and endorse standard letter issuing one fully signed Contract to Contractor.
- Obtain Contractor confirmation of receipt of Contract.
- Review and endorse standard regret letter informing unsuccessful Bidders of the close of Bid process.
Contract Management & Support
- Support and advise User on contract interpretation, procedures, management and closeout advisory services while administering contracts.
- Prepare and follow Contracts Division Checklist of items to be raised/addressed with End User's Contracts Administrator prior to Kick-off meeting with appointed Contractor.
- Coordinate with Contracts Division Manager and Contracts Division Vice President regarding Contracts Administrator's arranged Kick-off meeting.
Variation Order & Claim Management
- Review and evaluate claims in light of contractual obligations and clauses.
- Prepare recommendations to settle claims.
- Receive End User Contract Request for commercial evaluation of ADNOC-generated Variation or Contractor-submitted Claim.
- Obtain End User's concurrence to Variation technical elements and confirmation of approved budget availability.
- Obtain Management approval and formalize Variation with Contractor.
- Track progress of Contract duration to initiate reminders regarding optional years, extensions, completion certificates and Liquidated Damages applicability.
Supervision & Team Development
- Plan, supervise and coordinate all activities in assigned area to meet functional objectives.
- Train and develop assigned staff on relevant skills to enable proficiency and deliver section objectives.
Budgets & Financial Control
- Provide input for preparation of functional budgets.
- Assist in implementation of approved Budget and work plans to deliver Section objectives.
- Investigate and highlight significant variances to support effective performance and cost control.
Policies, Systems & Procedures
- Implement approved Section and Department policies, processes, systems, standards and procedures to support execution of Section and Department work programs in line with Company and International standards.
Performance & Continuous Improvement
- Contribute to achievement of approved Performance Objectives for the function in line with Company Performance framework.
- Design and implement new tools and techniques to improve quality and efficiency of operational processes.
- Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best Industry standards.
- Define intelligent solutions for issues confronting the function.
Health, Safety, Environment & Sustainability
- Comply with relevant HSE policies, procedures and controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.
Reporting
- Provide inputs to prepare Section Management Information System and progress reports for Company Management.
Internal & External Communications
- Maintain regular contact with line Manager, peers and other employees within the Company and Group as required.
- Maintain contact with external parties including consultants, third party service providers and government agencies as required.
Qualifications & Experience
- Bachelor's degree in any Engineering Discipline.
- Eight or more years of experience in varied contracts development and administration related functions in oil and gas sector.
- Technical understanding of building, reviewing and finalizing various contracts and tendering process.
- Good understanding of regulation and control and other relevant legal guidelines.
- Good knowledge and experience in conflict avoidance and contracts dispute resolution.

- Certified in FRICS (Full Member of Royal Institute of Chartered Surveyors) is preferable.
