Role Overview

Senior Director - Project Delivery for Qiddiya Investment Company's Strategic Delivery Unit (SDU). This executive leadership position is based at the company's headquarters and is responsible for leading and overseeing the delivery of high-profile, complex projects aligned with Qiddiya's strategic goals and objectives.

Company Overview

Qiddiya Investment Company operates through multiple Business Units (BUs) delivering large-scale developments and giga-projects across the Kingdom of Saudi Arabia.

Role Purpose

Establish, implement, and maintain the construction delivery governance and operating model for QDC HQ. Ensure delivery processes are developed, standardized, and rolled out across all Business Units when required. Provide executive leadership for assigned special projects, holding accountability for meeting quality, time, budget, and HSSE requirements.

Key Responsibilities

Delivery Framework & Governance

• Establish and update delivery and project management frameworks for all delivery methods, including Self-Delivery, Delivery Partner, Construction Management, and traditional contracting.
• Define governance processes, including detailed RACI matrices applicable to all project stages.
• Develop Project Delivery Strategy requirements and templates applicable to all projects and delivery models.
• Coordinate with the HQ Operations Director and Project Director (Design) in establishing governance and operational models for the complete program lifecycle.
• Coordinate input from Business Units on HQ management and governance framework processes and standards, updating documentation as part of the continuous improvement cycle.

Policies, Procedures & Standards

• Develop and update policies, processes, procedures, manuals, and templates for delivery and consultancy (including PMC) across all projects and delivery methods.
• Lead and support preparation of training materials required for implementation of policies, processes, and procedures; participate in training or presentations when required.

Quality & Technical Review

• Ensure quality management systems are implemented and enforced during construction, including inspections, testing, defect management, and handover requirements.
• Coordinate Technical and Peer Review project delivery management processes and requirements with the Technical Director.

Health, Safety, Security & Environment

• Develop and update Health, Safety, Security, and Environmental (HSSE) management requirements for the construction and delivery phases, including site HSSE governance, audits, and reviews, in coordination with HSE and Security Managers.

Sustainability

• Develop and update Sustainability management requirements for the delivery phase in coordination with Sustainability Managers.

Modern Methods of Construction

• Support the MMC Director in establishing overall MMC strategy and delivery integration processes for all delivery models.

Procurement & Supplier Management

• Support the Procurement Director in establishing contractor, supplier, and construction service requirements and standards for prequalification and RFP processes.

Special Projects Leadership

• Own delivery of special HQ projects, including all approvals, reporting, management of internal and external stakeholders, financial closure, and handover.
• Ensure compliance of special and assigned HQ projects with all QDC policies, processes, procedures, and requirements, confirming that projects meet HSE, budget, schedule, and quality standards.

Business Unit Support

• Support Business Units in project delivery through peer reviews, consultant selection and management (when required), and project audits to ensure compliance with established processes, procedures, and standards for delivery and consultancy (including PMC).
• Support Business Units with delivery peer reviews, construction management audits, contractor performance reviews, and resolution of complex delivery and site execution issues.

Executive Engagement

• Support the HQ Executive Director in presentations and submittals for business line, project, and budget approvals.

Capability Development

• Participate in QDC Mentoring and Capability Building programs.

Qualifications & Experience

• Bachelor's degree in Architecture or Engineering (minimum).
• Master's Degree in a related field (preferred).
• 25 years' professional experience.
• At least 5 years in a senior leadership role overseeing construction delivery or project execution within large programs or the consulting and delivery industry.
• Significant experience (5+ years) in the Kingdom of Saudi Arabia within large-scale developments or giga-projects.

Skills & Competencies

• Thorough knowledge of procurement governance, strategic sourcing, and supply chain management principles.
• Proven experience establishing procurement frameworks, policies, and assurance models for complex, multi-project programs.
• Strong understanding of multiple delivery models, including Self-Delivery, Construction Management, Delivery Partner, and Traditional contracting.
• Demonstrated experience in strategic and long-lead procurement, market engagement, and supplier capacity management.
• Proven leadership in providing central functional procurement services to internal Business Units and senior stakeholders.
• Strong stakeholder management skills across executive leadership, project teams, CPU, consultants, contractors, and suppliers.
• Excellent verbal and written communication skills.
• High level of professionalism, judgment, and commercial acumen.
• Strong problem-solving and risk management capability.
• Excellent time management and ability to operate effectively under pressure.
