Role Purpose
The Quantity Surveyor manages project costs, estimates, and budgets to ensure financial efficiency. The role reviews quantities, contracts, variations, and payment applications for accuracy and compliance, supports pre- and post-contract activities including tendering and cost control, collaborates with project stakeholders to monitor costs and mitigate financial risks, and prepares reports and forecasts while ensuring adherence to project and contractual requirements.
Key Responsibilities
Cost Control and Budgeting
- Develop and maintain systems for Design Consultant covering budgeting, cost control, estimating and reporting for infrastructure works.
- Verify project control budgets and update them as required for Management approval.
- Prepare and review forecasts for final project costs, including variations and considering commitments.
- Prepare and update cost data to review cost estimates submitted by the Design Consultant.
Contract and Compliance Management
- Support pre- and post-contract requirements.
- Ensure cost estimating and cost control requirements for variations are incorporated in tender specification documents.
- Review various activities of construction projects regarding variations and submissions for Management approval.
- Review Change Requests, Contract Trend Notices, Variation Orders, and Claims.
- Ensure understanding of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within HILL International and maintain continued compliance with these requirements.
Cost Estimate and Review
- Review cost estimates submitted by Consultant/Contractor and ensure compliance with Agreement, Contract drawings, specifications, and accuracy of Company requirements.
- Review Bill of Quantities prepared by Design Consultants and Contractors to ensure alignment with drawings and specifications.
Payment and Reporting
- Review and prepare different types of payments.
- Prepare final cost reports, assets registers, and project closeout reports for compliance with Contract requirements.
- Review final cost reports for compliance with Contract requirements.
Stakeholder Collaboration
- Collaborate with project stakeholders to monitor costs and mitigate financial risks.
- Develop good working relationships with clients and their agents.
General Duties
- Perform other duties as assigned by line manager or supervisor.
Qualifications & Experience
- Bachelor's degree in Engineering, Quantity Surveying, or relevant degree.
- Minimum ten years of relevant experience.
- Experience in post- and pre-contract requirements.
- Basic contractual background.
- Awareness of contractual documents.
- Certified Chartered Quantity Surveyor preferred.
- Understanding of costs and FIDIC.
Skills & Competencies
- Familiarity with CAD/Civil 3D quantity extraction methods.
- Strong computer skills, including Microsoft Word and Excel.
- Good interpersonal skills and ability to work well in a team environment.
- Ability to communicate effectively verbally and in writing in English.
