Role Overview

QA/QC Manager for Decima International, a professional services company providing project management and controls services. The role is based onsite in KSA and is open to Saudi Nationals only.

Role Purpose

Lead quality assurance and quality control activities for major mission-critical projects in KSA. Oversee implementation of the Project Quality Management System, ensure compliance with contractual and technical requirements, and drive consistent quality performance throughout construction, testing, commissioning, and handover.

Key Responsibilities

Quality Management Planning & Implementation

  • Own and implement the Project Quality Management Plan (QMP).
  • Develop and implement Quality Management Plans.
  • Support testing, commissioning, handover, and final quality acceptance.

Compliance & Standards

  • Ensure construction activities comply with project specifications, contractual requirements, approved procedures, and applicable quality standards.
  • Ensure strong knowledge and practical implementation of ISO 9001 Quality Management Systems.

Inspections & Audits

  • Perform FOK, installation, PUE, and other required quality inspections.
  • Lead QA/QC inspections, audits, surveillance activities, and quality assurance reviews.
  • Review and monitor Inspection & Test Plans (ITPs) and associated quality records.

Non-Conformance & Corrective Action

  • Perform final review, sign-off, and escalation of Non-Conformance Reports (NCRs) and corrective actions.
  • Monitor NCR status, recurring issues, and quality trends.
  • Lead root cause analysis and ensure corrective and preventive actions are effectively implemented.

Performance Monitoring & Reporting

  • Monitor quality performance and report KPIs, risks, trends, and areas of concern to the PMO and Owner.
  • Develop quality dashboards and performance analytics.
  • Monitor and report quality KPIs to senior project stakeholders.

Stakeholder Coordination

  • Coordinate with contractors, consultants, vendors, and project teams to resolve quality issues.
  • Demonstrate strong stakeholder coordination, communication, and problem-solving skills.

Documentation & Records Management

  • Ensure quality documentation, inspection records, and supporting evidence are complete and properly maintained.
  • Ensure familiarity with electronic Quality Management Systems and document control platforms.

Continuous Improvement

  • Drive continuous improvement and promote a strong quality culture across the project.

Qualifications & Experience

Education

  • Bachelor's degree in Civil, Mechanical, Electrical Engineering, or a related engineering discipline.

Experience

  • Strong QA/QC management experience on major construction or capital projects.
  • Experience in hyperscale data centers, mission-critical facilities, infrastructure, EPC, or PMC environments.
  • Extensive experience with inspections, ITPs, audits, quality documentation, and compliance management.
  • Strong experience reviewing, closing, and escalating NCRs.
  • Knowledge of root cause analysis and corrective and preventive action management.
  • Experience monitoring and reporting quality KPIs to senior project stakeholders.
  • Experience with commissioning quality processes and handover documentation.

Certifications

  • ISO 9001 Lead Auditor, Certified Quality Engineer (CQE), or equivalent quality certification (preferred).

Skills & Competencies

  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Electronic Quality Management Systems.
  • Document Control Platforms.
  • Quality Reporting and Dashboard Tools.
  • Root cause analysis.
  • Strong stakeholder coordination, communication, and problem-solving skills.
  • Strong leadership, team mentoring, and stakeholder management skills (preferred).
  • Knowledge of international quality standards and construction best practices (preferred).
  • Knowledge of FIDIC contracts and associated QA/QC requirements (preferred).
