Role Purpose
The Program Manager ensures successful delivery of large-scale infrastructure programs by coordinating cross-functional teams, defining scope and resources, managing budgets and timelines, driving alignment with client objectives, and maintaining compliance with safety, quality, and environmental standards while optimizing project sequencing to enhance delivery efficiency.
Key Responsibilities
Planning & Design
- Participate in the planning and formulation of design alternatives and solutions for the construction project.
Scope & Resource Management
- Work closely with project sponsor, cross-functional teams, and assigned project managers to develop the scope, deliverables, required resources, work plan, budget, and timing for new initiatives.
- Identify key requirements for cross-functional teams and external vendors.
- Coordinate and delegate cross-project initiatives.
Program & Team Leadership
- Manage program and project teams for optimal return on investment.
- Direct work sequencing to expedite project delivery and minimize disruption of ongoing operations.
Budget & Financial Controls
- Develop and manage budget for projects and be accountable for delivering against established business goals and objectives.
- Develop and administer project budgets and fiscal controls, contracts, and quality control provisions.
Risk & Opportunity Management
- Work with other program managers to identify risks and opportunities across multiple projects within the department.
- Analyze, evaluate, and overcome program risks.
- Produce program reports for managers and stakeholders.
Compliance & Quality
- Ensure that project operations are in compliance with design specifications and with client requirements.
- Inform themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensure continued compliance with these requirements while employed by Hill.
Stakeholder Communication
- Communicate with the Client's representatives continuously regarding project progress and areas of concern.
General
- Perform other duties as assigned by the line manager or supervisor.
Qualifications & Experience
- Bachelor's degree in engineering from an accredited university.
- Minimum 20 years' experience in managing large-scale infrastructure programs consisting of multiple projects.
- Experience of major government and/or semi-government program and project implementations.
- Extensive experience in the construction management of water and wastewater works.
- Experience of implementing a zero-accident philosophy.
- A record of engagement with government entities and utility providers.
- Experience of working internationally.
