Procurement Engineer

Role Overview

Matar Al Baqmi Holding Company is seeking a Procurement Engineer to manage procurement activities for Saudi Aramco and other Oil & Gas projects within the fabrication facility.

Role Purpose

The Procurement Engineer manages the complete procurement cycle for fabrication projects, including supplier sourcing, commercial negotiations, purchase order management, expediting, vendor evaluation, logistics coordination, and ensuring timely delivery of materials required for production and project execution.

Key Responsibilities

Procurement & Sourcing

• Source and procure materials, equipment, and services for Saudi Aramco fabrication projects.
• Identify and develop reliable local and international suppliers.
• Obtain competitive quotations, perform commercial evaluations, and negotiate pricing, payment terms, and delivery schedules.
• Prepare and issue Purchase Orders (POs) in accordance with company procedures.
• Ensure procurement activities comply with project specifications, Saudi Aramco requirements, and company procurement policies.

Material Procurement

• Procure Pressure Vessel materials.
• Procure Heat Exchanger components.
• Procure Shell & Tube Heat Exchanger materials.
• Procure Structural Steel.
• Procure Stainless Steel and Carbon Steel plates.
• Procure Pipes, fittings, and flanges.
• Procure Valves and instrumentation items.
• Procure Welding consumables.
• Procure Fabrication tools and production consumables.
• Procure Mechanical equipment and spare parts.
• Procure Electrical and instrumentation materials.

Vendor Management

• Develop and maintain relationships with Aramco-approved vendors and manufacturers.
• Evaluate supplier performance based on quality, delivery, pricing, and service.
• Conduct supplier audits and vendor qualification activities when required.
• Maintain an updated approved vendor list.

Project Coordination

• Coordinate closely with Engineering, QA/QC, Planning, Production, and Project Management teams.
• Review Material Requisitions (MR), Bill of Materials (BOM), and technical specifications.
• Monitor procurement schedules to ensure timely material availability.
• Expedite suppliers to prevent project delays.
• Resolve procurement-related technical and commercial issues.

Documentation & Compliance

• Ensure procurement documentation is complete and traceable.
• Verify compliance with Saudi Aramco specifications such as SAMSS, IR Form, SAEP, Inspection Requirements, PIM, and ASME codes.
• Verify compliance with project requirements.
• Coordinate material inspection, certification, and documentation before delivery.
• Maintain procurement reports and supplier performance records.

Cost Control

• Identify cost-saving opportunities through strategic sourcing and negotiations.
• Analyze market trends and recommend alternative suppliers or materials where appropriate.
• Support inventory optimization and procurement planning.

Qualifications & Experience

• Bachelor's Degree in Mechanical Engineering, Industrial Engineering, Supply Chain, or a related field.
• Minimum 5–8 years of procurement experience in the fabrication industry.
• Mandatory experience handling Saudi Aramco projects.
• Hands-on experience in Pressure Vessel, Heat Exchanger, and Skids manufacturing companies.
• Professional procurement certification is an advantage.

Skills & Competencies

• Extensive knowledge of procuring materials and services for manufacturing of Pressure Vessels, Heat Exchangers, Shell & Tube Heat Exchangers, Structural Steel, Process Equipment, HVAC and Piping Systems.
• Strong knowledge of the Saudi market and Aramco-approved suppliers.
• Knowledge of fabrication industry procurement practices.
• Knowledge of Saudi Aramco and international standards.
