Manager - Technology Procurement

Role Overview

Manager - Technology Procurement at flydubai. This role leads and optimizes procurement activities for the assigned technology portfolio, ensuring strategic alignment with business objectives, cost efficiency, supplier performance, and compliance with governance standards.

Role Purpose

To develop and execute category strategies across technology domains, conduct vendor negotiations, drive cost savings, and manage the full contract lifecycle while ensuring alignment with enterprise technology roadmaps and regulatory compliance.

Key Responsibilities

Strategy & Category Management

• Develop and execute category strategies for technology domains including SaaS, cloud consumption, on-premises infrastructure, cybersecurity, IT professional services, and telecom.
• Conduct market analysis, vendor benchmarking, and spend analytics to identify cost-saving opportunities across technology categories.
• Evaluate licensing models including SaaS, subscription, and perpetual options.
• Analyze cloud consumption patterns and hardware refresh cycles.
• Influence senior technology stakeholders to adopt best-practice sourcing, vendor consolidation, and value-based decision making.

Procurement & Negotiation

• Lead RFPs, RFQs, and contract negotiations with software vendors, cloud providers, managed service partners, and OEMs.
• Manage full contract lifecycle including renewals, amendments, SLAs, KPIs, and dispute resolution for technology vendors.

Stakeholder Management & Governance

• Partner with Technology, Enterprise Information Security, Finance, and Legal teams to align procurement strategies with enterprise technology roadmaps and risk frameworks.
• Facilitate cross-functional technology sourcing committees and governance reviews, ensuring relevant stakeholders are aligned on requirements, outcomes, and procurement decisions.

Vendor Management & Compliance

• Conduct regular vendor performance reviews, risk assessments, and compliance audits including GDPR and data-processing terms.
• Ensure technology procurement activities adhere to procurement policies, regulatory requirements, and audit standards.

Financial Performance & Reporting

• Deliver measurable savings, cost avoidance, and ROI across technology spend.
• Monitor budget adherence for SaaS subscriptions, cloud consumption, managed services, and infrastructure procurement.
• Prepare dashboards, reports, and presentations for technology leadership, audit committees, and governance forums.

Information Security & Risk

• Read and comply with ISR policies of the Company and diligently report any weakness or incidents to the respective Line Manager or the Information Security team.
• Complete all required ISR awareness sessions and follow associated guidelines in day-to-day business operations.

Qualifications & Experience

• Bachelor's Degree with a minimum of 3 years of experience, or equivalent professional background.
• Minimum 8 years of procurement experience, with at least 3 years in functional categories.
• 8 to 10 years of total relevant experience.
• Proficiency in Oracle ERP and SharePoint.
• Chartered Institute of Procurement & Supply (CIPS) certification is desirable.
• Fluent in English.
