Role Overview

Manager - Mechanical Engineering at Emarat (Emirates General Petroleum), Natural Gas Business unit. Reports to Vice President - Natural Gas Reliability & Projects.

Role Purpose

Direct and oversee maintenance and repair activities at Compressor Stations, Pipeline network, and Metering and Regulating Stations to assure plant and network availability to receive and deliver gas to customers safely and on-time in accordance with EMARAT's standard operating procedures, health, safety and environmental policies and procedures.

Key Responsibilities

Planning & Implementation

• Contribute to the development and implementation of the Gas Operations Department's strategic priorities and goals.
• Ensure business processes and work activities relevant to the position are planned and executed in compliance with EMARAT policy, procedures and best practice to achieve business objectives in a safe, efficient and cost-effective manner.
• Conduct periodic review of policy, procedures and practices relevant to the position to identify opportunities for improvement and engagement in best practice.
• Liaise with Department Manager to clarify, justify and provide updates on all significant developments undertaken by the Mechanical Engineering Section.
• Generate reports as per management request, timely and accurately to meet company and department requirements, policies and standards.

Budgeting

• Contribute to the preparation of the annual departmental business, operating plans and capital expenditure budget in alignment with key corporate goals to meet departmental business objectives.
• Analyze cash flow, cost controls and expenses within own Section towards optimum utilization of company's resources.
• Conduct financial prudence in all decisions and monitor variances between actual expenditure and budget; approve operational expenses within level of authority.
• Review and respond to queries related to expenditure reports and provide justification for any budget overspend.

Maintenance

• Provide specific mechanical engineering advice and expertise to the Department on maintenance and repair techniques for major rotating equipment (gas turbines and compressors), corrosion control, cleaning and repair of pipelines and the operation and maintenance of Metering and Regulating Stations.
• Monitor planned maintenance activities and performance to ensure proper execution of maintenance work as per established standards and specifications and agreed timelines.
• Prepare specifications and tender documentation for materials and equipment to be purchased through tenders; technically review all tenders received and provide recommendations.
• Provide technical advice on warranty matters, liaise with vendors and specialist repair companies and evaluate and advise on proposed remedial action.
• Supervise fleet maintenance for all vehicles allocated to area of operation.
• Advise on pipeline preparation, isolation and repair techniques and ensure that all repairs are carried out in accordance with international codes and established standards.

Inspections

• Investigate and evaluate causes of defects and major breakdowns and recommend remedial action to be taken to ensure non-recurrence.
• Monitor usage of spares, advise on essential items of long lead time and propose addition and deletions of items as necessary.
• Establish and execute equipment inspection methods and frequencies according to accepted codes and ensure timely execution.

Health & Safety

• Enforce an incident-free environment through maintaining a strong safety culture.
• Develop, update and monitor safe work processes, maintenance procedures and guidelines to ensure process safety, operational safety and plant integrity.
• Ensure compliance to health, safety and environmental excellence procedures and controls for activities under area of responsibility to guarantee employee safety, legislative compliance and a responsible environmental attitude.

Stakeholder Management

• Establish and maintain effective relationships with external stakeholders required to meet EMARAT's business and operational objectives.
• Represent EMARAT vis-à-vis external stakeholders in areas of operational importance.
• Work effectively, proactively and with urgency across EMARAT and externally to ensure the delivery of joint services and results that meet EMARAT's interests and for knowledge sharing.

People Management

• Motivate staff and empower direct reports by providing the necessary tools and support required to support Section goals and objectives.
• Establish clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow of the Section.
• Build opportunities for staff to suggest, participate in and contribute to improvement, innovation and knowledge-sharing initiatives.
• Provide guidance and ensure that Section members comply with EMARAT's policies, processes, practices and systems.
• Ensure proper target setting and staff performance management in line with EMARAT performance management guidelines.

Qualifications & Experience

• Bachelor's Degree in Mechanical Engineering.
• Minimum of 8 years experience within process operations.
• At least 3 years experience in a supervisory role.
• Experience in Natural Gas field preferred.
• Knowledge of gas operations, mechanical vessel inspection and major rotating equipment.
