Manager - Contract & Commercial Compliance (O&G)

Role Overview

Manager - Contract & Commercial Compliance at Ejqa. This role leads end-to-end commercial and contract management in the Oil & Gas sector, ensuring compliance with contractual, legal, regulatory, and company requirements throughout the contract lifecycle.

Role Purpose

Lead the end-to-end commercial and contract management process from tendering through contract award and execution, ensuring compliance with contractual, legal, regulatory, and company requirements. Serve as the primary focal point for all contractual matters with clients while coordinating cross-functional teams to ensure successful project delivery, resource mobilization, and operational execution.

Key Responsibilities

Contract Management & Interpretation

• Review and interpret contracts to protect the company's commercial interests.
• Prepare commercial memoranda and provide contractual advice to stakeholders.
• Lead arbitration on contract interpretation to preserve value and mitigate risks.
• Develop and communicate a project charter ahead of contract kick-off, including the RACI matrix, CTR, and delivery plan.
• Monitor contract execution against project charter, budget, and CTR.
• Assist in the review of contract and tendering documentation to ensure alignment with project requirements, proper costing, and approvals from concerned departments such as corporate finance.

Commercial Operations & Compliance

• Ensure Subsea and Offshore operations run in accordance with all relevant contracts, legal, regulatory, and other applicable standards.
• Ensure adherence to HSE standards, quality requirements, and financial accountability.
• Monitor field work to ensure compliance with company standards, procedures, specifications, and codes.
• Participate in audits, inspections, and site visits to ensure service adherence to contract specifications and regulations.
• Liaise with vessels and clients for day-to-day operations as necessary.

Tendering & Pricing

• Drive tendering activities, commercial negotiations, pricing, and cost analysis.
• Compile and manage all pre-tender and post-tender pricing, clarifications, and master filing.
• Maintain a database of centrally located and internally shared costing databases.
• Collate, review, distribute, manage, and negotiate the best commercial value decisions with the lowest risk for tender submission and during contract execution events.
• Assist with bid pricing and submit pricing suggestions for review and approval.

Stakeholder Coordination & Dispute Management

• Manage client disputes to protect the company's commercial interests.
• Coordinate the flow of information between Operations, Chartering, Engineering and Construction, Planning and Economics, Marine, Technical, and Crew Manning sections.
• Effectively communicate any resource requirements such as labor and equipment, and ensure early availability in compliance with the project mobilization plan.
• Participate in Operational management review.

Qualifications & Experience

• Degree in Law, Finance, or Engineering Management.
• Minimum 6–8 years of experience in contract management and cost analysis.
• Oil and Gas, Marine, or EPIC sector experience is a plus.
• PMP certificate is a plus.

Skills & Competencies

• Good command of Office and project management applications.
• Fluent English.
• Arabic is a plus.
