Role Overview

Manager - CCU Crisis Readiness at Qiddiya Investment Company, responsible for ensuring the City Command Unit is fully prepared to respond to large-scale crises, major incidents, and emergency scenarios.

Qiddiya Investment Company is developing one of Saudi Arabia's most ambitious city developments.

Role Purpose

Ensure Qiddiya's City Command Unit is fully prepared to respond to large-scale crises, major incidents, and emergency scenarios through planning, preparedness, and exercising to build organizational resilience and enable seamless crisis activation across the city.

Key Responsibilities

Crisis Planning & Frameworks

• Develop, maintain, and continuously improve crisis management plans, emergency response frameworks, and business continuity procedures for city-wide operations
• Establish and maintain crisis communication protocols, ensuring clear and timely information flow during major events
• Support the integration of crisis readiness standards into the operational readiness framework across all Qiddiya assets

Risk Assessment & Gap Analysis

• Conduct risk assessments and vulnerability analyses to identify gaps in crisis preparedness across city assets

Exercise Design & Facilitation

• Design, plan, and facilitate crisis simulation exercises, tabletop scenarios, and full-scale drills involving internal and external stakeholders
• Lead after-action reviews following exercises and real events, producing recommendations for corrective action and capability improvement

Stakeholder & Agency Coordination

• Coordinate with government agencies, emergency services, and regulatory bodies to ensure alignment with national and local crisis management requirements

Operations Support

• Support live control room operations in manning the crisis operations desk, if needed

Qualifications & Experience

• Bachelor's degree in Emergency Management, Risk Management, Business Administration, or a related field; Master's degree is preferred
• Minimum 5 years of experience in crisis management, emergency planning, or business continuity within large-scale venues, cities, or critical infrastructure environments
• Proven track record of designing and executing crisis exercises and drills at an organizational or multi-agency level
• Deep understanding of crisis management frameworks including ISO 22301, ICS, and NIMS
• Deep understanding of regulatory compliance requirements related to crisis management

Skills & Competencies

• Excellent stakeholder management and coordination skills
• Ability to engage senior leadership and external agencies
• Relevant certifications in crisis management, emergency planning, or business continuity are highly preferred
