LOTO / PTW Coordinator

Role Overview

LOTO / PTW Coordinator at Burjline Builders, based on a major industrial project in Qatar. The role oversees Lockout/Tagout and energy isolation activities to ensure electrical, mechanical, hydraulic, pneumatic, and other hazardous energy sources are safely isolated before work begins.

Role Purpose

Coordinate and supervise all Lockout/Tagout and Permit-to-Work activities across the project site, ensuring safe isolation of hazardous energy sources, compliance with LOTO procedures and Qatar safety requirements, and effective collaboration between Electrical, Mechanical, Instrumentation, Operations, HSE, Commissioning, and Permit-to-Work teams.

Key Responsibilities

Lockout/Tagout Supervision & Coordination

• Supervise and coordinate all Lockout/Tagout activities at the project site.
• Ensure proper isolation of electrical, mechanical, hydraulic, pneumatic, and other hazardous energy sources.
• Review and implement approved LOTO procedures, isolation plans, and energy control requirements.
• Coordinate LOTO activities during testing, pre-commissioning, commissioning, energization, and de-energization.
• Identify stored or residual energy hazards and ensure appropriate control measures are implemented.

Verification & Documentation

• Verify that all isolation points are correctly identified, locked, tagged, and documented before work begins.
• Verify zero-energy conditions before authorizing work to commence.
• Maintain accurate LOTO registers, isolation certificates, lock/tag records, and related documentation.
• Ensure proper handover of LOTO activities between shifts and work teams.

Compliance & Safety

• Ensure compliance with project LOTO procedures, Permit-to-Work (PTW) requirements, and applicable Qatar safety requirements.
• Monitor field activities to ensure compliance with approved LOTO procedures.
• Stop unsafe work and report LOTO or energy-isolation violations.
• Participate in safety inspections, audits, incident investigations, and LOTO compliance reviews.

Stakeholder Coordination

• Coordinate closely with Electrical, Mechanical, Instrumentation, Operations, HSE, and Commissioning teams.
• Coordinate with the PTW team to ensure isolation requirements are properly reflected in permits.
• Support the HSE team in maintaining project safety standards.

Training & Guidance

• Conduct LOTO briefings and toolbox talks for personnel involved in isolation activities.
• Provide guidance and training to electricians, technicians, operators, and other personnel on LOTO requirements.

Post-Work Activities

• Ensure safe removal of locks and tags and proper restoration of equipment after work is completed.

Qualifications & Experience

• Bachelor's Degree (BE) in Electrical Engineering OR Diploma in Electrical Engineering.
• Minimum 5 years of relevant LOTO / energy isolation experience.
• Experience working in industrial, infrastructure, oil & gas, power, water treatment, or desalination projects.
• Experience with major industrial or EPC projects.
• Experience in commissioning, energization and de-energization activities.
• Experience with LOTO audits, inspections, and compliance reviews.
• Previous QatarEnergy / QatarEnergy LNG project experience or approval.

Skills & Competencies

• Strong knowledge of LOTO procedures, electrical safety, hazardous energy control, and PTW systems.
• Strong understanding of safe isolation and zero-energy verification.
• Ability to read and understand electrical drawings, single-line diagrams, isolation plans, and technical documentation.
• Good communication and coordination skills.
• Ability to work effectively with multidisciplinary project teams.
• Familiarity with Qatar HSE requirements and international electrical safety standards.
