HSE OFFICER

Role Overview

HSE Officer at NMDC Group. The role supports the project HSE Manager in achieving and maintaining business excellence in Health, Safety and Environment management during project preparation and delivery, ensuring minimum environmental impact and maximum protection while serving the interests of customers, board of management, Abu Dhabi community and NMDC employees.

Role Purpose

Support the delivery of projects with excellence in HSE management. Balance NMDC's business priorities with customer demands while ensuring the safety of assigned project staff and operations throughout the implementation of the HSE Management System.

Key Responsibilities

Governance & Compliance

• Maintain strict compliance with company Health and Safety policy.
• Conduct random or spot checks to implement zero tolerance regarding unsafe practices and alcohol abuse.
• Ensure knowledge and understanding of the ISM Code, mandatory rules, regulations, applicable codes, guidelines and standards.

HSE Management System Implementation

• Supervise accountability for the safety of assigned project staff and operations on the implementation of the HSE Management System throughout the project.
• Work with site managers to execute the safety plan.
• Inspect all site activities, works, tools and equipment to verify compliance with safety regulations.
• Review and monitor all safety aspects including PPE, night safety visions and speed limits.

Incident Management & Investigation

• Conduct analysis of HSE observations and incidents to identify immediate and basic causes.
• Recommend corrective actions to close gaps and prevent recurrences.
• Coordinate accident and injury investigations and lead incident tracking for close out.
• Perform incident and accident investigations and report findings to HSE Manager.

Supervision & Subcontractor Management

• Supervise subcontractors and team at site regarding safety issues.
• Attend meetings internally and with clients to identify project HSE requirements.

Equipment & Facilities

• Ensure periodical inspections of various safety and lifesaving equipment, firefighting equipment, gas monitors and breathing apparatus.
• Monitor housekeeping program to consistently improve its standards.

Training & Competency

• Prepare HSE training plan for assigned project employees.
• Coordinate HSE training of employees to ensure workforce competency is maintained as required.
• Observe emergency mock drills and advise line supervisors regarding proper exercise in residential areas and work sites.

Documentation & Reporting

• Maintain HSE register, incident reports, lessons learned databases and other associated records of the HSE Management System.
• Monitor and compile site HSE statistical reports, HSE weekly reports and other reports.
• Support Project Manager and other team members in achieving HSE goals set for the project.
• Assist Project Manager in adherence to JSA (job safety analysis) toolbox meetings and other periodical inspections.

Qualifications & Experience

• Bachelor Degree.
• Relevant HSE Management Qualification.
• Dredging and marine experience.

Skills & Competencies

• Certification or Membership: NEBOSH or OSHA.
• Knowledge and understanding of the ISM Code, mandatory rules and regulations, applicable codes, guidelines and standards.
