Role Overview
HSE Officer position with Decima International, a professional services company providing project management and controls services across the United States and Middle East. This is an on-site, full-time, salary-based role located in Riyadh, Saudi Arabia, supporting the development of multiple data center projects for a leading global technology client. Saudi National applicants only.

Role Purpose
Play an important role in ensuring the safety and environmental compliance of all job site activities. Working closely with HSE Managers and construction professionals, support the identification of hazards, delivery of safety training programs, maintenance of documentation, and conduct of routine inspections and audits to ensure adherence to best practices and regulatory requirements.
Key Responsibilities
Monitoring & Compliance
- Assist in monitoring construction and site operations to ensure compliance with health, safety, and environmental regulations.
- Conduct routine HSE inspections and report findings to the HSE Manager.
- Assist in reviewing site-specific safety plans and identifying potential hazards.
Training & Briefings
- Support the development and delivery of toolbox talks, site orientations, and other safety briefings.
- Coordinate and track safety training sessions, certifications, and permit renewals for site personnel.
Incident Management
- Assist with incident reporting, investigation, and root cause analysis under the guidance of senior HSE personnel.
- Support the implementation of corrective and preventive actions on-site.
Documentation & Reporting
- Help maintain accurate HSE documentation, including OSHA 300 logs, inspection checklists, and training records.
- Participate in safety meetings and document minutes, follow-up items, and action plans.
- Prepare basic reports, metrics, and visual aids (PowerPoint, Excel) to support site safety reviews and client updates.
Environmental & Sustainability
- Contribute to environmental tracking initiatives, such as waste logs, emissions records, and sustainability metrics.
Stakeholder Engagement
- Work collaboratively with project managers and site teams to promote a safety-first culture.
General Duties
- Perform other related duties as required and assigned.
Qualifications & Experience
- 8+ years of experience in construction safety or HSE coordination roles.
- Associate degree or equivalent education in Occupational Health & Safety, Environmental Science, Construction Management, or related fields.
- Prior experience in data centers or mission-critical construction sites.
- Working knowledge of OSHA standards and safety regulations.
- Familiarity with construction site protocols, equipment, and HSE compliance requirements.
- Experience in maintaining safety documentation and assisting with regulatory reporting.
Skills & Competencies
- Effective communication and interpersonal skills, including the ability to interact with construction and HSE teams.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Ability to work independently under supervision.
- Keen attention to detail in fast-paced project environments.
- Strong organizational skills.
Additional Information
Preferred Qualifications
- Safety or environmental certifications (e.g., CHST, STSC, First Aid/CPR).
- Previous experience in a client-facing construction or consulting role.
