Role Overview
HSE Officer for a greenfield Combined Cycle Gas Turbine (CCGT) project in Taweelah, Abu Dhabi, UAE. Al Jomaih Energy and Water is seeking an experienced health, safety, and environment professional to oversee HSE aspects throughout the construction phase of a 2400 MW power plant project located approximately 40 kilometers from Abu Dhabi city.

Role Purpose
You will play a pivotal role in overseeing the Health, Safety, and Environment aspects of a greenfield CCGT project throughout its full lifecycle from design and engineering to construction and operation. Working collaboratively with Engineering, Procurement, and Construction (EPC) contractors, you will ensure the highest standards of safety are maintained throughout the entire construction period.
Key Responsibilities
HSE Oversight
- Implement and enforce HSE policies and procedures on the construction site.
- Conduct regular site inspections to identify and address potential hazards.
- Collaborate with EPC contractors to ensure compliance with local and international HSE regulations.
Risk Assessment
- Perform risk assessments and provide recommendations for risk mitigation.
- Develop and implement emergency response plans to address potential accidents or incidents.
Training and Awareness
- Conduct HSE training sessions for project personnel and contractors.
- Promote a strong safety culture by fostering awareness and understanding of HSE policies and procedures.
Incident Investigation
- Investigate accidents, incidents, and near-misses to determine root causes and implement corrective actions.
- Maintain detailed records of all incidents and their resolutions.
Documentation and Reporting
- Prepare and submit regular HSE reports to project management.
- Maintain accurate records of safety inspections, audits, and training sessions.
Compliance
- Ensure that all project activities comply with relevant HSE legislation and standards.
- Collaborate with regulatory authorities and conduct necessary permitting activities.
Emergency Response Coordination
- Develop and implement emergency response procedures and coordinate drills.
- Liaise with local emergency services to ensure rapid and effective response in case of emergencies.
Qualifications & Experience
- Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field.
- Three to five years of proven experience as an HSE Officer in large-scale construction projects (CCGT) in the energy sector or EPC projects.
- In-depth knowledge of local and international HSE regulations and standards.
Skills & Competencies
- Strong communication and interpersonal skills.
- Relevant certifications in HSE (e.g., NEBOSH, OSHA) are highly desirable.
