Role Overview

HR Specialist at Cigna, based in the Kingdom of Saudi Arabia. The role delivers end-to-end HR operational support while managing all government relations activities, ensuring compliance with Saudi labor regulations and governmental requirements.

Role Purpose

Maintain regulatory compliance, support workforce administration, facilitate employee services, and ensure efficient execution of HR operations as the primary liaison with government authorities and external service providers in Saudi Arabia.

Key Responsibilities

Government Relations & Compliance

  • Manage all activities related to government platforms and authorities, including Qiwa, Muqeem, GOSI, and Mudad.
  • Ensure compliance with Saudi labor laws and immigration regulations.
  • Monitor changes in labor laws and governmental regulations and advise HR leadership accordingly.
  • Maintain strong relationships with government authorities and external service providers.
  • Track Saudization requirements and support workforce nationalization initiatives.
  • Prepare regulatory submissions and support workforce planning requirements.

Employment & Visa Administration

  • Process and monitor employment contracts, work permits, Iqama issuance and renewals, visa applications and renewals, transfer of sponsorship requests, exit/re-entry visas, and final exit procedures.

Employee Lifecycle & Records Management

  • Support the full employee lifecycle, including onboarding, employee changes, transfers, and offboarding.
  • Maintain employee records and personnel files in compliance with company policy and local regulations.
  • Prepare employment letters, salary certificates, and HR documentation.
  • Ensure all employee documentation is complete and audit-ready.

Payroll & Benefits Administration

  • Support payroll administration by ensuring employee data accuracy and timely submission of payroll inputs.
  • Coordinate employee benefits administration, including medical insurance enrollment and changes.

Attendance & HR System Management

  • Manage employee attendance, leave records, and HR system updates.
  • Maintain accurate data within HR systems and governmental platforms.

Employee Relations & Audits

  • Assist with employee relations matters and disciplinary processes as required.
  • Support internal and external audits.

Reporting & Analytics

  • Prepare HR metrics, workforce reports, and government compliance reports.
