Role Purpose

Oversee Fire Station daily operations to ensure personnel are well-trained and capable to perform duties effectively and on short notice. Maintain awareness of fire inspections, fire services, inspection and testing of fire protection and alarm systems, firefighter training, and fire drills. Continually assess personnel readiness and performance.

Key Responsibilities

Operations & Service Delivery

• Manage installation Fire and Emergency Services (FES) to include maintaining operating instructions, Master Plan, Standards of Coverage, manpower, equipment and supplies.
• Provide 24/7 FES to the installation, including on-scene incident management, aircraft rescue and firefighting, structural firefighting, response to hazardous materials, technical rescue to include auto extrication and confined space rescue, and emergency medical services support.
• Develop and implement plans to cover for reduced operational capabilities; address response, staffing, pollution prevention, safety of personnel, and operational risk management.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend appropriate service and staffing levels within company policy.

Compliance & Safety

• Manage compliance self-inspection program in accordance with Army Installation Command checklist ensuring requirements contained in Army Regulation 420-1, Performance Work Statement, and DoDI 6055.6 are continually maintained.
• Manage experience at management of self-inspection and compliance measurement programs.
• Ensure equipment, safety clothing, apparatus, and supplies are specified, purchased, received, and distributed in an effective and consistent manner.
• Must comply with all Fire and Safety Regulations and post policies.

Leadership & Personnel Management

• Plan, direct, coordinate, and review the work plan for fire service staff; assign work activities, projects, and programs.
• Select, train, motivate, and evaluate fire service personnel; provide or coordinate staff training.
• Work with employees to correct deficiencies; implement discipline and termination procedures.
• Assume complete charge of operations in absence of Fire Chief at crashes, fires, emergency situations, and at other times.
• Direct activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed contingent on complexity of incident type.

Policy & Strategy

• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs.
• Recommend and administer policies and procedures.
• Oversee and participate in the development of new fire ordinances.
• Review and evaluate work products, methods, and procedures.

Budget & Resource Management

• Manage significant annual budget, vehicle replacement programming, and facility improvement planning.
• Manage large department with multiple fire stations geographically dispersed and large number of personnel.

Qualifications & Experience

Education & Certifications

• Associate's degree or higher in fire technology.
• One year related experience may be substituted for one year of education if degree is required.
• Must hold Fire Officer IV certification in accordance with DoD Manual 6055.06.
• Shipboard firefighter certification is preferred.
• International Fire Service Accreditation or Pro-Board Certifications: Fire Officer IV, Fire Instructor II, Fire Inspector II, HAZMAT Incident Commander, Airport Fire Fighter.
• Shipboard firefighter is preferred.
• Must meet training and certification requirements outlined in DoD Manual 6055.06.

Experience

• Ten years fire protection experience.
• Three years at the Assistant Chief level.
• Must have experience directing firefighting operations to include fighting aircraft and structural fires, performing rescue services, and responding to hazardous materials incidents, medical emergencies, and confined space rescues.
• Experienced in managing fire prevention and protection plans and programs.
• Previous knowledge to act for the Fire Chief during his absence.

Security Clearance

• Secret clearance required at start date.

Other Requirements

• Must be a U.S. Citizen.
• Valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Driver's License, required.
• Host nation Heavy Duty Driver's License required.

Skills & Competencies

• Knowledge of the chemistry of fire, preventive maintenance and operations of firefighting and rescue equipment.
• Knowledge of physical and chemical properties of combustible materials and building structures and their component systems.
• Must have knowledge to direct firefighting operations across all incident types.

Additional Information

Working Conditions

• Must be capable of working in extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
• Indoor and/or outdoor environment with very adverse and harsh conditions: hot, dry, dusty, desert environment with average temperatures of 30 degrees in winter and 130 degrees in summer months.
• Includes some industrial production environment conditions.
• Work is performed in a standard office with frequent travel to various locations to attend meetings and/or perform Department activities in responding to emergency scenes, disasters, or critical incidents.
• Employee occasionally works near moving mechanical parts.
• Occasionally exposed to outside weather conditions and wet and/or humid conditions.
• Occasionally works in high, precarious places.
• Occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, extreme heat, risk of electrical shock, risk of radiation, and vibration.
• Noise level in work environment is usually moderate; however, occasionally very loud due to sirens.
• Wear protective apparel including goggles, face protector, aprons, safety shoes, and self-contained breathing apparatus.
• Incumbents may be required to work extended hours including evenings and weekends.

Physical Requirements

• Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
• Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
• Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices.
