Fire Captain

Role Overview

Fire Captain with V2X, physically located in Kuwait in support of WEXMAC. Reports directly to the Assistant Fire Chief of Operations under the general direction of the Fire Chief.

Role Purpose

Implement the LOGCAP V Fire Protection Plan and ensure emergency response operations are conducted within the guidelines stipulated by the plan and Emergency Management Plans. Direct and lead firefighters during firefighting operations, rescue operations, hazardous materials incidents, and other related emergency events.

Key Responsibilities

Fire Protection & Safety Programs

• Implement fire protection programs that conform to the Performance Work Statement.
• Implement and maintain a safe workplace, ensuring safety is the highest priority.
• Comply with all Environmental, Health, and Safety (EHS) and Quality Assurance (QA) requirements and goals.
• Provide documentation to EHS and QA divisions as necessary to ensure adequate and legal documentation.
• Ensure that all subordinate employees are trained and understand EHS and QA requirements and goals.
• Maintain documentation as necessary to meet EHS and QA requirements.

Facilities & Equipment Operations

• Conduct fire inspections and ensure that facilities are safe, with documentation recorded and tracked.
• Operate computerized digital fire alarm receiving equipment including two-way radio communications equipment.
• Ensure that all emergency equipment under the control of the fire department is operational and in a state of readiness as required by NFPA or other industry standards.
• Perform additional logistical duties in support of fire department operations including maintaining accountability of equipment, scheduling maintenance of equipment, coordinating appointments of subordinates, and other administrative duties as needed.

Emergency Response & Operations

• Respond to emergencies, disasters, and hazardous material (HAZMAT) spills according to the responsibilities identified in the department work instructions, standard operating procedures, or the Emergency Management plan.
• Serve as the team leader for either a rescue unit, ladder truck, engine company, water tender, or airport crash apparatus.
• Enter burning or contaminated structures, vehicles, and other immediately dangerous to life and health areas to fight fires and/or perform rescues while wearing required personal protective equipment.
• Direct Crew Chief/Company Officer level operations for structural fires, aircraft fires, rescue operations, medical emergencies, hazardous materials responses, and other emergency events as directed.

Supervision & Training

• Provide supervision to firefighters.
• Maintain and clean personal protective equipment and supervise firefighters in cleaning equipment and facilities.
• Train and orient subordinate employees on performance, documentation, and activities that effect the achievement of department metrics.
• Adequately and honestly track all data related to metrics.
• Support the achievement of LOGCAP (LCV) metrics, whether metrics can be directly or indirectly affected by this position's activities.
• Provide direct support, using staff resources if necessary, to the achievement of all metrics related to the Performance Work Statement and LOGCAP.
• Attend meetings in the absence of the supervisor or as needed.

Communication & Coordination

• Communicate professionally, both orally and in writing, with subordinates and others as needed to relay information necessary for job success, including staff meetings, performance appraisals, job requirements, division metrics, projects, quality standard procedures, and safety practices.
• Work to achieve LOGCAP goals and Performance Work Statement commitments.
• Perform other duties as required.

Qualifications & Experience

Education & Certifications

• High School diploma or equivalent (Associate Degree in Fire Science preferred).
• DoD, Pro-board, or International Fire Services Accreditation Congress Certification as Fire Officer II, Fire Instructor I, Fire Inspector I, Hazmat Operations and Incident Commander, Driver Operator Pumper, Driver Operator Mobile Water Supply MWS, Driver Operator ARFF, Driver Operator Aerial, Airport Firefighter, HazMat Technician (preferred), Emergency Medical Technician (EMT) or higher (preferred).
• Must meet training and certification requirements outlined in DOD Manual 6055.06.
• One year of related experience may be substituted for one year of education if a degree is required.

Experience

• Minimum 5 years with an organized Fire or Emergency Service Department.
• Two years of experience at the level of Company Officer is preferred.

Licensing

• Valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation driver's license is required.
• Valid driver's license and the ability to obtain a U.S. Government Motor Vehicle Operator's License and host nation Heavy Driver's License is required.

Additional Information

Supervisory Responsibilities

• First level supervisor position supervising two to six firefighters.

Working Conditions

• Duties will involve work conducted outdoors with potential exposure to extreme climatic conditions including frequent dust storms and high temperatures up to 130 degrees in summer months.
• Potential exposure to chemical or biological agents could exist.
• Employee use of personal protective equipment (PPE) in certain areas is required, including head, foot, hand, torso, respiratory, vision, and hearing protective devices.
• Must comply with all Fire Department, company safety department, and Army safety policies.
• Must be able to respond and work in all types of weather and in less-than-ideal conditions and may have to enter hazardous environments.
• Must be able to climb ladders to gain access to upper levels of buildings or to rescue individuals from burning structures or when trapped.

Physical Requirements

• Must meet or exceed physical requirements contained in the current edition NFPA 1582, including but not limited to the physical strength and ability to perform heavy and strenuous tasks for extended periods of time under dangerous and uncomfortable conditions, often while wearing bulky protective gear, including self-contained breathing apparatus.
• Must be able to exert force (strenuous activity) sufficient to lift and carry up to 200 pounds of body weight and occasionally, as a team member, to lift and maneuver onto a gurney body weight up to 600 pounds, or as necessary lift whatever weight is required to handle the emergency or rescue requirement.
• Must be able to carry out strenuous lifting in spaces where use of correct lifting techniques is not possible, as required.
• Must be available for recall and manage personnel issues off duty.
