Facilities Engineer

Role Overview

Facilities Engineer at ENOC's EPCL facility. The role directs, coordinates and supervises activities relating to civil and building maintenance, structural alterations and modifications to all infrastructure, non-process related common facilities and civil works in the refinery.

Role Purpose

Direct civil and building maintenance operations, manage contracts and resources for repairs and construction, and ensure safe and timely execution of civil works while maintaining infrastructure integrity and supporting plant operations without disruption.

Key Responsibilities

Civil Works & Infrastructure Management

• Lead a team of contractors in performing all civil works maintenance, inspection, modification and construction activities to ensure work is carried out timely, safely and with good maintenance practices with no disruption to plant operations.
• Manage civil works troubleshooting and technical support for EPCL civil infrastructure.
• Carry out civil infrastructure studies and modification of plant facilities according to technical specification and business requirements.
• Work with operations and engineering departments to improve infrastructure utilization.
• Design and execute civil related preventive maintenance programmes.

Quality, Safety & Compliance

• Ensure that all work is completed safely and as per agreed priorities and target dates.
• Take responsibility for all process control and quality control related to civil works.
• Perform all work in compliance with applicable refinery procedures and safety regulations.
• Develop new and update existing maintenance procedures relating to civil works.
• Conduct risk assessments, obtain work permits and supervise contractors in the field.
• Ensure optimal daily planning of activities utilizing Oracle CMMS work order system including updating of materials, resources and repair history information.

Structural & Systems Maintenance

• Oversee the execution of repairs of plant steel and concrete structures, piping and equipment supports, fireproofing, storm and oily water sewers, valve pits, concrete slabs, pump bases and similar civil structures.
• Oversee HVAC maintenance.
• Manage the execution of maintenance work of Firefighting systems and equipment including process areas through arranging and coordination of annual third party certification.
• Ensure that all refinery fire fighting equipment are tested, repaired and certified by third party every year to enable obtaining JAFZA Operational fitness certificate.

Contractor & Vendor Management

• Conduct physical audits, visits and assessment of capabilities of contractors and vendors for accreditation.
• Certify completed works and release of invoices.
• Manage sourcing of materials, repairs and outside services and contracts in conjunction with Procurement and Contracts department for civil related maintenance jobs.

Waste & Resource Management

• Manage the execution of the waste movement process and ensure that it is handled safely and shifted to EPCL waste management area.
• Develop and monitor yearly maintenance budget for allocated equipment section.
• Report budget status on monthly basis.

Information Security

• Comply with all applicable information security policies, standards and procedures.
• Classify and protect information assets in accordance with the Data Classification Standard.
• Participate in mandatory information security awareness and training programs.
• Support information security initiatives and activities within the organization.
• Consider information security requirements when managing changes involving information assets.
• Report security incidents, vulnerabilities, weaknesses or non-compliance in accordance with established procedures.
• Fulfil role-specific information security responsibilities and contribute to maintaining the effectiveness of the Information Security Management System (ISMS).

Qualifications & Experience

• Graduate in civil or mechanical engineering from a recognized university.
• Minimum 4–5 years of experience in civil works, maintenance of facilities or industrial installations including supervision of contractors and management of safety aspects.
• Knowledge of international civil works codes.
