Company Overview

Qiddiya Investment Company is developing Qiddiya city, a large-scale urban development requiring integrated technology governance and smart infrastructure deployment.

Role Purpose

Lead the establishment and enhancement of technology governance frameworks and the Technology PMO to ensure strategic alignment, compliance, and delivery excellence across all technology initiatives supporting Qiddiya's city development vision.

Key Responsibilities

Governance & Policy

• Develop, implement, and maintain robust technology governance frameworks tailored to city-scale smart infrastructure and digital services.
• Establish and strengthen IT governance policies, standards, and procedures.
• Ensure compliance with internal policies, industry standards, and regulatory requirements concerning technology deployments.

Project & Portfolio Management

• Lead the Technology PMO, overseeing project planning, execution, resource allocation, risk management, and performance tracking for all technology initiatives.
• Manage the portfolio of technology projects with emphasis on quality, timelines, and budgets.
• Drive technology project delivery excellence.
• Drive continuous improvement initiatives to optimize project delivery processes and governance mechanisms.

Stakeholder Management & Leadership

• Collaborate with cross-functional teams including IT, engineering, operations, and external partners to align technology projects with broader city development objectives.
• Manage stakeholder communication and expectations to facilitate transparency and accountability throughout the project lifecycle.
• Advise senior leadership on governance and project management best practices, providing clear reports and recommendations for decision-making.
• Influence decision-making at senior levels to support deployment of innovative technology solutions.

Innovation & Strategy

• Champion innovation by identifying emerging technologies and governance trends applicable to smart city environments.
• Operate at the intersection of technology and city planning to identify and implement innovative solutions aligned with Qiddiya's unique vision.

Qualifications & Experience

• Bachelor's degree in Information Technology, Computer Science, Engineering, or related discipline; Master's degree preferred.
• Minimum 12 years of progressive experience in IT governance, project management, and smart city technology programs.
• Proven track record leading PMOs and managing complex technology portfolios in large-scale infrastructure or city development projects.
• Experience with smart city technologies, digital infrastructure, and emerging tech trends is highly desirable.

Skills & Competencies

• Strong knowledge of IT governance frameworks (e.g., COBIT, ITIL) and project management methodologies (e.g., PMI, Agile).
• Excellent leadership and interpersonal skills with ability to influence diverse stakeholders including senior executives.
• Exceptional organizational, analytical, and communication skills with attention to detail.
• Relevant project management certification (e.g., PMP, PgMP) is a plus.
