Deputy PGM

Role Overview

Deputy Plant General Manager at ACWA Power. Reports to the Plant General Manager. Direct reports: approximately 3–10. Total team size: approximately 100–300.

Role Purpose

To provide overall direction to plant teams and lead all activities within the plant to ensure safe, reliable and efficient operations, optimum resource utilization, and uninterrupted supply of power and water in accordance with defined standards, while fulfilling all contractual obligations and maximizing revenue.

Key Responsibilities

Strategy & Planning

• Develop plant strategy in line with NOMAC's Operations and Maintenance strategy to ensure vertical alignment and horizontal integration with other departmental strategies.
• Regularly report to the Plant General Manager on operational and maintenance activities, challenges, issues, and mitigations to keep management informed and updated.
• Prepare board presentations including financial figures, plant warranty issues, operational and manpower issues, and relevant statistics and records.

People Management

• Manage and monitor performance of direct and indirect reports; define workforce requirements and recruit in conjunction with Human Resources to ensure competent, qualified and highly motivated employees.
• Manage effective achievement of team objectives through setting individual objectives, developing the team, and providing formal and informal feedback to maximize performance, engagement and motivation.
• Manage and provide overall direction on talent development initiatives to mentor, coach and challenge subordinates, providing opportunities for growth and development to ensure continuous progression and high level of team competence.

Financial Management

• Develop the plant's operating budget and manage and monitor financial performance against budget on a regular basis to identify unsatisfactory performance, rectify promptly, and capitalize on performance improvement opportunities.
• Understand financial metrics, costs and contractual obligations to ensure achievement of revenue, costs, profitability and productivity targets.

Production Planning

• Lead and ensure effective cascading of operational strategy and plans into medium and short-term production plans and monitor performance against targets to ensure optimization of resource utilization, plant availability and operating efficiency while achieving defined production targets.

Operations & Maintenance

• Provide overall direction to plant operations and maintenance teams to meet approved production objectives while providing technical guidance and expertise to ensure timely resolution of issues.
• Recommend changes to approved procedures considering technological developments and changing business conditions.
• Plan and direct minor and major changes within the plant and its processes to ensure a safe working environment while maintaining plant efficiency levels as per approved procedures.
• Maintain thorough understanding of contractual obligations and clauses with the Project Company and ensure they are continuously met.
• Direct teams on operations and maintenance strategies and oversee root cause analysis and investigations to correct abnormal conditions and resolve performance deficiencies.
• Provide guidance to direct subordinates on potential risk areas to improve long-term plant reliability.

Supply Chain

• Oversee and manage identification of required inventory and approve all purchase requisitions and purchase orders for material, spare parts, services, chemicals, equipment and manpower as per the authority matrix to ensure timely availability of stock.
• Oversee work executed by contractors to ensure timely completion while complying with scope, materials specification, method of application, HSSE and documentation guidelines.

SAP Implementation

• Provide overall guidance and ensure effective implementation of SAP processes within plants and adherence to SAP guidelines in all aspects of production planning, scheduling, order processing and material movement to ensure system and data integrity in line with defined standards.

Integrated Management System Implementation

• Identify, establish and monitor IMS objectives, targets and programs in the plant through adaptation and implementation of policies and procedures and preparation and readiness for appropriate IMS Certifications to ensure compliance to applicable standards and company policies.
• Oversee and provide all possible assistance during IMS audits conducted internally or by external agencies and work on recommendations to effectively implement corrective actions.

Health, Safety, Security & Environment

• Ensure compliance to all relevant health, safety, security and environmental management policies, procedures and controls across the plant to guarantee employee safety, legislative compliance and responsible environmental attitude.

Relationship Management

• Develop and maintain effective business relationships with all relevant internal and external entities including Project Company, Board, shareholders, OEM contractors and local authorities with highest standards of business ethics.
• Promptly attend to all critical issues to ensure seamless business operations.

Reporting

• Ensure all plant reports are prepared in comprehensive, accurate and timely manner and delivered to the Project Company as per contractual obligations.
• Direct and provide guidance on preparation of periodical statements and progress reports to keep senior management informed about progress of various initiatives and facilitate decision making.

Policies, Processes, Systems & Procedures

• Develop and ensure implementation of policies, procedures and controls covering all areas of plant activity so that all relevant procedural and legislative requirements are fulfilled while delivering quality, cost-effective service.

Continuous Improvement

• Oversee implementation of effective and economical methods and techniques to identify improvements and new technological changes to advance operating methods within the plant.
• Identify opportunities for improvement and contribute to organizational and departmental change initiatives, programmes and projects taking into account best practice and standards in the business environment.

Additional Duties

• Perform any other duties which the line manager may require.
• Manage commissioning requirements of new plant and maintain warranty defects.
• Build the structure of systems, procedures and ensure company compliance.

Qualifications & Experience

• Bachelor degree in Engineering.
• Minimum 15 years' experience managing a production plant with operational experience in the power sector.
