Assistant Manager - HSE Marine

Role Overview

Assistant Manager - HSE Marine at Ejqa. The role is based in a marine operational environment with responsibility for health, safety, environment, and quality management across assigned vessels.

Role Purpose

To monitor, verify, and ensure the effective implementation of HSEQ strategy and performance across assigned vessels. Direct vessel management and crew response to HSEQ requirements, mitigate HSEQ-related risk, achieve regulatory compliance, and drive continuous improvement in safety culture and incident prevention.

Key Responsibilities

Compliance & Monitoring

• Monitor, record, and verify that regulatory and other obligations, safe work methodologies, and processes implemented by vessel management and crew are effectual.
• Apply compliance and measurement tools at assigned vessels.
• Monitor effectiveness and ensure compliance with Company procedures and policies in accordance with ISM Code requirements.
• Monitor the application of Company's Safety, Environmental, Drug and Alcohol Policy and safety management system.

Vessel Visits & Operational Oversight

• Conduct vessel visits, sailing for approximately one week on each vessel per month or as required by clients, operations or internal issues.
• Examine assigned vessels' activities to ensure vessel management and crew adhere to vessel-specific established risk management processes, consistent with as low as reasonably practicable controls and industry-specific risk control principles.
• Guide management representatives who hold assigned responsibility for inspections of workplaces, approval of work method statements, issuing work permits, and high-risk work process documentation to assure fit-for-purpose operational conditions are determined and in place and that work is adequately supervised.

Coaching & Mentoring

• Coach and mentor vessel management and crew to understand and implement zero harm management strategies consistent with assigned vessels' needs and in accordance with Milaha Ship Management HSEQ Management Systems.
• Coach the crew on an ongoing basis regarding correct compliance with the Safety Management System.

Training & Competency

• Deliver HSEQ training packages as required at assigned vessels.
• Conduct emergency drills and training onboard; review results with Master and Safety Officer; compile reports for Management; amend training schedules to be vessel-specific and meet individual needs.
• Schedule emergency drills and training for assigned vessels.
• Undertake verification of competency assurance for operational activities which have an element of HSEQ criticality.

Inspections & Reporting

• Conduct Safety, Health and Hygiene inspections with the Shipboard Safety Officer.
• Compile vessel condition reports.
• Compile corrective action plans during vessel visits and assist crews in closing out highlighted items, communicating with relevant shore-base departments to ensure effective solutions.
• Assist in the preparation of Safety Monthly Operations Report, Annual Safety Programme, Quarterly Reviews, QA Management Reviews, and HSE statistical data for Client and Company requirements.

Audits

• Carry out Internal ISM, ISPS, MLC, and Navigational/Sailing audits.
• Prepare audit reports, submit and follow-up until closure of findings.

Incident Management & Investigation

• In the event of HSEQ-related incident, direct initial scene response.
• Provide situation reports to the line manager.
• Collate data requirements for analysis.
• Conduct interviews of involved persons.
• Track corrective and preventive actions to completion.
• Facilitate lessons learned are communicated.
• Where requested, participate in incident investigations.
• Report the implementation effectiveness of HSEQ strategy, HSEQ performance outputs, HSEQ-related risk, compliance and non-conformance, incidents outcomes, and investigation findings.
• Direct crew and vessel management response to ensure effective implementation of HSEQ strategy, attain HSEQ performance requirements, mitigate HSEQ-related risk, achieve regulatory and obligation compliance, assure critical event response, and implement incident investigation corrective actions.

Tender & Contract Management

• Play an active part in Tender review and Contract implementation by specifying, monitoring and verifying all HSE and QA-related materials and services allocated to the HSEQ side of operations.

Communication & Stakeholder Management

• Serve as primary point of contact for functional subject matter expertise communication with Clients and Contractors.
• Provide operational interface, enabling regulatory compliance and alignment of contractor management with Milaha HSEQ strategy and implementation.
• Report implementation effectiveness of HSEQ strategy to Safety Manager, Marine Designated Person Ashore/HSEQ Marine Manager, Specialist - HSE & DPA Fleet Managers, Marine Manager, Technical & Marine Superintendents, Milaha Operational Managers, Vessel Officers and Crew, Fleet Managers and Superintendents.

Accountability & Authority

• Are accountable for their acts and omissions.
• Follow agreed safe systems of work; follow training and instructions; and report accidents, incidents, and near misses.
• Have authority to stop work if they think the work is unsafe.

Additional Duties

• Perform other job-related duties as assigned or delegated by the HSEQ Manager.

Qualifications & Experience

Education & Professional Qualifications

• Marine Certificate of Competency holder (Chief Mates Unlimited, Officer of the Watch, or Equivalent), with sailing experience on board vessels.
• One of the following:
• 3-year Full-Time Degree in Health and Safety; or
• 3-year Full-Time Degree (Associated Degree) and a 2-year Full-Time Graduate Diploma in Health and Safety; or
• 3-year Full-Time Degree (Associated Degree) and NEBOSH Diploma in Occupational Health and Safety; or
• 3-year Full-Time Degree (Associated Degree) and Chartered member of IOSH; or
• Chief Mates Unlimited CoC or Equivalent, and NEBOSH Diploma in Occupational Health and Safety or NEBOSH International General Certificate (IGC).
• Auditor qualification (Lead Auditor, preferred IRCA or equivalent) for ISO 9001, 14001, 45001 accreditation framework.
• ISM/ISPS/MLC Internal Auditor qualification.
• Root Cause Analysis and incident investigation certification is preferred.
• Training and Assessment qualification at Level 4 or higher is preferred.
• First Aid certification is preferred.

Professional Experience

• 10 years offshore experience of which 2 years as an HSE professional in the marine industry.
• At least 3 years of experience with supervisory accountability of HSE operational functions.

Geographic Experience

• Preferable working experience in the Middle East region.

Skills & Competencies

Computer Skills

• Good knowledge of Office and web applications.
• Advanced MS Excel and PowerPoint skills.

Language Skills

• Fluent in spoken and written English.
• Ability to write high-level reports of a precise nature.

Market, Industry & Functional Knowledge

• Sound knowledge of international best practices gained from global companies that operate in high-risk, high-consequence environments governed by stringent regulatory requirements.
• Exposure to Platform Supply Vessel (PSV), Diving Support Vessel (DSV), and Anchor Handling Tug Supply (AHTS) operations.
• Working knowledge of the International Convention for the Safety of Life at Sea (SOLAS), International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), International Convention for the Prevention of Pollution from Ships (MARPOL), Port State Control (PSC), and Flag/Class requirements.
