Role Overview

Assistant Manager - DevCo Strategic Planning and Performance with Red Sea Global, based in Riyadh. Full-time position within the Technical Project Management Office, DevCo Operations Office.

DevCo is pioneering regenerative tourism and transforming Saudi Arabia's Red Sea coast into a world-class, sustainable tourism destination. The organization develops luxury resorts, residential communities, and infrastructure projects that harmonize with the natural environment and cultural heritage of the region.

Role Purpose

Convert DevCo's growth ambition into costed, winnable propositions and into a workforce capable of delivering them by owning business cases, cost models, bid calendars, proposal cycles and the Strategic Workforce Plan for future and unfunded demand.

Key Responsibilities

Business Cases & Cost Models

  • Lead preparation of business cases, investment papers, cost models and resource estimates.
  • Maintain commercial and manpower assumptions used in proposals and business cases.

Bid & Proposal Management

  • Manage the bid calendar, bid/no-bid register and end-to-end proposal cycle.
  • Ensure win/loss analysis is completed, and lessons are embedded in future bids.

Strategic Workforce Planning

  • Develop and maintain the Strategic Workforce Plan and workforce forecast.
  • Maintain workforce analytics on capability supply, demand and cost per capability.
  • Reconcile the Strategic Workforce Plan with the approved deployment baseline before planning, bid and budget cycles.

Qualifications & Experience

  • Bachelor's degree in business administration, finance, economics, engineering or human resources.
  • MBA or relevant master's degree preferred.
  • 8–10 years' total experience.
  • Minimum of 4 years in bid or proposal management, commercial planning, business case development or strategic workforce planning.
