Role Purpose

To lead and foster a culture of continuous improvement and excellence within Mashreq by developing and executing strategic, innovative learning programmes. The role partners with Groups and senior stakeholders to identify learning needs, design solutions, and evaluate the effectiveness of learning and development initiatives across the organization.

Key Responsibilities

Strategy & Planning

• Create and execute a holistic learning strategy covering behavioural and technical learning needs for assigned Groups that supports the bank's aspiration to become an employer of choice recognized globally.
• Partner as a forward-thinking and proactive strategic learning custodian responsible for end-to-end learning strategy and measured impact for assigned Groups.
• Strategically plan the annual budget, DNA and L&D calendar per assigned Group including all regulatory training to meet bank-wide development needs.
• Define and implement learning and development processes and policies for the entire organisation to provide a framework and guidelines for L&D services.
• Define and lead a strategic approach to learning effectiveness, evaluation and ROI.

Programme Development & Delivery

• Develop and implement effective, technology-enabled learning and development solutions and content for all functions in the bank.
• Deliver, lead and enhance select structured learning programmes globally and leadership development modules and people-related trainings as part of wider PICG mandate.
• Develop and deliver mandatory, regulatory and need-based technical skill and behavioural development programmes.
• Develop and deliver need-based competency development and soft skills programmes.
• Establish in-house online content development capabilities by developing existing resources and adding appropriate resources to meet business training needs.
• Engage subject matter experts and key points of contact in each division in developing and promoting online synchronous and asynchronous learning interventions.
• Create, design, and run assessment and development centres and 360 guidance at assigned locations as needed.

Learning Management Systems & Operations

• Manage and enhance the Learning Management System and ecosystem for the entire organization across all locations.
• Direct and oversee the administration and maintenance of learning centres and operations across all locations to ensure consistent delivery of learning and development services.

External Partnerships & Liaisons

• Liaise with approved external training providers to arrange need-based training inputs not available internally.
• Partner with the L&D team globally to ensure learning is planned holistically.

Budget & Financial Management

• Plan and monitor the L&D annual budget for assigned Groups to ensure expenditure aligns with the business plan.

Compliance & Reporting

• Ensure accountability for all global Central Bank and regulatory training requirements for assigned Groups.
• Report learning and development metrics to senior management and regulatory authorities including the Central Bank, Internal Audit and Compliance departments.
• Track completion, performance and effectiveness of the Learning and Development function.
• Represent the learning function in response to regulatory requests to maintain operational risk.

Technology & Innovation

• Lead and implement value-add and innovative digital and AI learning technologies across the bank globally.
• Deploy digital and innovative tools to create an exceptional people experience.
• Demonstrate technical acumen of learning systems, AI-enabled learning and technologies to an advanced proficiency level.

Team Leadership & Development

• Lead, develop and support the L&D team to build their skills and capabilities.
• Identify and build capabilities of Learning subject matter experts across the bank to ensure high-quality training delivery.
• Support holistic learning and development delivery as required.

Qualifications & Experience

• Bachelor's degree and minimum of 15 years of Learning and Development experience.
• Experience in the banking and finance industry is an added advantage.
• Expert in training needs analysis, solution deployment and learning impact and evaluation.
• Relevant e-learning development and management of a learning administration function experience.
• Subject matter expert in learning and development instructional design, delivery, evaluation and ROI methods.
• High level of proficiency in learning and skill assessment authoring tools and administration of Learning Management Systems.
• Technical acumen of learning systems, AI-enabled learning and technologies to an advanced proficiency level.
• Leading and working experience in global remote teams across multiple countries.
• Exposure to and qualifications in learning and development quality standards such as ISO 29990 is desirable.
