Role Overview

Vice President, Technology Transformation Office at Mashreq. This role governs the technology projects portfolio of change across one or more assigned Mashreq Groups.

Role Purpose

The Transformation Office Portfolio Manager is responsible for governing the technology change portfolio, acting as the Transformation Office partner to Group leadership across investment planning, delivery governance, portfolio performance, value realization and forward forecasting. The role ensures accurate, decision-oriented portfolio visibility from demand and budget formulation through initiation, execution, closure and benefits realization.

Key Responsibilities

Portfolio Governance & Performance

• Manage and govern the technology change portfolio for one or more assigned Mashreq Groups.
• Provide an accurate, decision-oriented view of the portfolio from demand and budget formulation through initiation, execution, closure and benefits realization.
• Maintain a single source of truth and ensure adherence to Mashreq project Methods.
• Monitor and report on the transformation initiatives roadmap at the Mashreq and Group levels, escalating concerns as necessary.
• Ensure transparency and access to accurate information by maintaining the single source of truth on the transformation initiatives.

Strategic Alignment & Advisory

• Act as a trusted advisor to Group Heads and senior stakeholders.
• Work with the respective Owners within Groups to ensure all transformation initiatives are aligned with Mashreq's strategic goals and objectives.
• Proactively identify portfolio risks, dependencies, delivery constraints and value leakage; drive resolution and escalate material concerns through appropriate governance forums.
• Provide active support and coordination during the budgeting, initiation and planning cycles.
• Foster close collaboration with senior leadership to ensure buy-in support and effective decision-making throughout the transformation journeys.

Prioritization & Planning

• Agree, establish and apply prioritization criteria to the transformation initiatives to support execution of the overall bank strategy and growth aspirations.
• Leverage synergies where possible, ensuring balanced focus on achieving short-term improvements while building long-term value for sustainable growth.
• Act as Initiation Lead, either directly or by identifying resources to hold this role.
• Coordinate activities related to initiation, planning, estimations and articulations of benefits and business case to be included in the request for budgets in the form of the Executive Summary.
• Review Executive Summaries, verify completeness of estimates and serve as one of the mandatory signatories.

Project Quality Assurance & Capability

• Provide Project Quality Assurance across the assigned portfolio.
• Strengthen project-management capability by assuring PM competence and Method compliance.
• Coach and train project managers on Mashreq's approved ways of working.
• Directly manage selected projects where required.
• Lead project managers in the management of projects within the Portfolio.
• Assure that the execution of projects is done in accordance with Mashreq's Methods.

Communication & Stakeholder Management

• Define and implement a communication strategy to regularly disseminate and communicate progress updates and outcomes of transformation initiatives to the right stakeholders, ensuring transparency.

Resource Optimization

• Work with key stakeholders to optimize allocation of resources, including talent, technology and finances, for efficient utilization toward delivery excellence.

Continuous Improvement

• Contribute to the development of Mashreq's Delivery Methods.
• Work towards continuously improving Mashreq's delivery capabilities thus maximizing opportunities for business value creation from transformation initiatives.
• Provide training and knowledge transfer as required on Transformation Office approved ways of working.
