Role Overview

TPY 2 Sustainment Program Manager at RTX, based in Riyadh, Saudi Arabia. This role is contingent upon project approval.

Role Purpose

Lead the execution of the TPY 2 Sustainment program in Saudi Arabia, which will localize manufacturing capability for select TPY-2 components and repair and replace capability on other selected line replaceable units. Provide governance and surveillance of a program team in a matrixed organization and manage critical subcontracts.

Key Responsibilities

Leadership & Team Management

• Supervise and integrate the performance of program Integrated Product Teams.
• Manage a diverse team including US personnel (CONUS and OCONUS Expatriates), Saudi Nationals, and Other Foreign Nationals.
• Coach, mentor, and provide performance feedback to direct and indirect reports.
• Focus, evaluate, motivate, and reward the program team to help achieve stated goals and business objectives for sales, cash, bookings, and profit.

Strategic Partnerships & Stakeholder Management

• Develop customer and program enhancing partnerships with internal functional organizations including contracts, finance, procurement, operations, engineering, mission assurance, logistics, and administrative functions.
• Act as the primary customer point of contact and provide program status and system performance reporting.
• Build and maintain strong customer relationships at the customer program level, ensuring customer program requirements are being satisfied.
• Partner with all in-country (KSA) and CONUS functional leaders to successfully execute and achieve all program milestones and collection of related credits.

Subcontract & Vendor Management

• Oversee and manage relationships and performance of critical subcontractors within the Kingdom of Saudi Arabia.

Program Governance & Reporting

• Provide leadership of the overall performance and reporting of critical partners in support of achievement of prime contract technical, schedule, quality, and financial objectives.
• Provide performance metrics to the programs supported, identify corrective actions, and take necessary steps to resolve issues to ensure quality, schedule, and cost requirements are achieved.
• Provide surveillance of the IPDS process for all assigned Raytheon programs in Saudi Arabia.
• Chair routine internal and external program and status reviews (e.g. SFR, SDR, DDR, etc.) and resolve risks and issues as they become known.

Qualifications & Experience

• University Degree or equivalent experience with minimum 12 years prior relevant experience, or Advanced Degree in a related field with minimum 10 years experience.
• Broad knowledge of program management principles and tools.
• Strong experience in program planning, budgeting, and tracking to cost and schedule.
• Strong experience with Risk and Opportunity management.
• Advanced management and leadership knowledge to lead cross-functional project teams.

Skills & Competencies

• Strategic planning and cross-program alignment.
• Knowledge of the TPY 2 system and its MEIs and LRUs.
• Ability to build and work with diverse cross-functional teams.
• Ability to develop proposals and additional work scope.
• Commercial acumen to collaborate with Raytheon entities and understand the requirements of existing local customers.

• PMX Level 5 Certification preferred, or a path to achieve this within 12 months.
