Testing & Commissioning Section Head

Role Overview

Testing & Commissioning Section Head at HILL International. This is a senior technical leadership position responsible for managing all testing, validation, and commissioning activities for large-scale engineering projects.

Role Purpose

Lead and oversee the complete integration, validation, and commissioning of project deliverables. Ensure all testing and commissioning works meet client requirements, project standards, regulatory compliance, and contractual obligations while maintaining safety and quality throughout execution.

Key Responsibilities

Integration & Validation

• Manage the integration and validation activities of the Contractor across all disciplines.
• Validate all Test and Commissioning plans and test procedures for the program.
• Review testing and commissioning plans submitted by the Contractor to ensure compliance with operational requirements.

Team Leadership & Supervision

• Lead, direct and supervise a team of discipline Engineers in preparation and execution of commissioning work.
• Assume entire responsibility for the completion of implementation in conformance with client needs and project standards.

Planning & Execution

• Plan, organize and supervise works to ensure all activities remain within project schedule parameters.
• Coordinate all activities for successful Commissioning of the project within project schedules and contractual requirements.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders to ensure best implementation.

Stakeholder & External Coordination

• Liaison with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defiance, EXPRO and other third parties related to all necessary testing and commissioning requirements.
• Oversee all coordination between Client, Contractor, vendors, Engineering, subcontractors and external or internal agencies to ensure smooth Commissioning of the process plant.
• Participate in negotiations with regulatory agencies in public meetings with the client.

Quality Assurance & Approval

• Approve all testing and commissioning works.
• Review calibration of testing equipment on site.

Risk Management

• Initiate risk assessment of testing and commissioning works.
• Review and endorse risk assessment results.
• Recommend course of action to ensure mitigation of risks.

Project Closeout

• Attend final inspections on completed projects.
• Initiate Contract Completion Certificates and Handover Certificates.

Compliance & Documentation

• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff.
• Ensure delivery of O&M manual, spare parts lists and as-built drawings.
• Inform themselves of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within HILL International.
• Ensure continued compliance with Quality, Environmental, Safety and Occupational Health requirements while employed.

General

• Perform other duties as assigned by line manager or supervisor.

Qualifications & Experience

• Degree in engineering or scientific discipline.
• Minimum 20 years' experience in large-scale projects.
• Demonstrated experience working as Testing and Commissioning Manager.
• Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
• Experience of implementing a zero accident philosophy.
• Extensive knowledge of health, safety and environmental policies, processes and procedures.
• Knowledge of the Project Construction Environmental Control Plan.
• Excellent knowledge of Water and Wastewater works.
