Team Leader, Contracts at ADNOC, a global energy maritime logistics leader and the dedicated logistics arm of ADNOC Group.

Role Purpose
Supervise and control the tendering, implementation, and administration of contracts while partnering with Users to ensure services are acquired on favourable terms and conditions, at optimal cost, in accordance with Users' requirements and all relevant legal requirements, policies, and standards.
Key Responsibilities
Contracts Planning
- Lead the development of accurate and clear Statements of Requirements to determine technical adequacy of project scope and specifications.
- Review end users' requirements, develop and recommend optimum contracting strategy based on project, and ensure timely and accurate implementation of the Annual Procurement Plan.
- Assess the effectiveness of existing Contractual Practices against departmental and corporate objectives.
- Recommend appropriate changes to mitigate contractual risks and safeguard the Company's interests.
- Develop Contracts operating strategy to ensure that Procurement KPIs align with ADNOC L & S overall objectives.
- Coordinate with relevant stakeholders to satisfy stakeholders' requirements on a timely basis.
Contracting Process
- Oversee the team's full procurement process and ensure continuous engagement and follow-up to address any challenges or concerns raised by Users.
- Supervise the development of bidders list, tender and award strategy, and evaluation procedures.
- Provide advice to the team for applying Due Diligence checks on technical evaluation reports.
- Provide advice to the team to carry out proper commercial analysis and finalize contractual qualifications in coordination with respective stakeholders.
- Approve the final contract documents.
- Supervise the preparation of complete tender documentation and the tendering process.
- Provide guidance on the most suitable negotiation strategy, amendments, and variations with an optimum mix of price and quality.
Contracts Administration
- Provide expert support to end users in the interpretation of contracts during administration or at contracts close-out.
- Support any required post-contract activities requiring Contract Amendment with respect to variations, extensions, claims, or other requests in coordination with User, Finance, and Legal.
- Seek Tender Board and Shareholders approval for the amendment of contracts as required.
- Review Variation Orders and ascertain with the end user the reasons for such variations and their compatibility with the contracted rates.
- Lead negotiations with the contractor and seek Tender Board and Shareholders approval for Variation Orders.
- Review, analyse, and settle claims and disputes from contractors taking into account the Legal and contractual framework.
- Organize meetings with facts and figures for dispute resolution while ensuring company's interests are safeguarded.
- Advise end users how to minimize variation and amendments to contracts subsequent to award in order to avoid a volume of post-contract issues.
- Provide hands-on support to the team in cases requiring the application of termination.
Management
- Plan and supervise the activities of personnel and resources of the Department to achieve Department objectives in an efficient and cost-conscious manner.
- Ensure implementation of approved operational plans for the Department in line with Department objectives.
- Develop knowledge, competencies, and innovative spirit in the Section.
- Support the establishment of Personal Development Plans (PDPs), Succession Planning, and Talent pipeline within the Section in coordination with the Human Capability Group.
- Continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Budgets and Operational Plans
- Compile and provide input for preparation of Department budgets.
- Regularly monitor expenditure against approved Section budget levels.
- Investigate, highlight, and reconcile any significant variances to ensure effective performance and cost control.
Policies, Systems, Processes & Procedures
- Lead the implementation of approved Department policies, processes, systems, standards, procedures, and internal controls to support execution of Department work programs in line with ADNOC, Company, and International standards.
Performance Management
- Implement the Company Performance Management System for individuals within the Section in accordance with Company-approved guidelines.
- Continuously monitor the achievement of Section KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Additional Responsibilities
- Propose any enhancements and changes to the Procurement Policies and Procedures of ADNOC, particularly for Contracts, as directed by Management.
- Share with team the outcome of periodic analysis related to their daily progress, KPIs, bottlenecks, and other performance metrics.
- Assist the Department Manager in carrying out various activities as assigned.
- Deputize for the Department or Division Manager during their leave or absence through delegation from the appropriate Management level.
Qualifications & Experience
- Degree in Engineering or any relevant discipline, preferably in Management.
- 10 or more years of related experience in Contracts Management and Administration, preferably in the Oil & Gas industry.
- 5 years in a Senior Supervisory position.
Skills & Competencies
- Professional qualifications such as CIPS, RICS, or PMI are advantageous.
