Role Purpose

The Superintendent, Vetting provides leadership, guidance, and management to fleet vessels on all aspects of third-party inspection, health, safety, and environment. The role ensures implementation of best management practices to maintain high standards of safety, efficiency, and compliance with company regulations.

Key Responsibilities

Vessel Operations & Monitoring

• Monitor day-to-day marine operations to ensure 100% vessel availability and utilization, and oversee daily vessel movements.
• Provide support to vessels to ensure the safety of cargo, navigation, and other marine operational matters.
• Review vessel voyages and use digital monitoring systems to ensure recommended routes are followed, especially during transit at HRA (High Risk Areas).
• Monitor and coordinate ship movements during dry dock.
• Participate in daily virtual management meetings.
• Participate in virtual meetings with ships to pass ideas and provide guidance.

Third-Party Inspections & Vetting

• Perform pre-vetting, TMSA, and Rightship inspections to identify areas for improvement and ensure safe, effective, and efficient vessel operations.
• Arrange, oversee, and follow up on SIRE and Rightship inspections, as well as ISM, ISPS, MLC, ISO 14001, 50001, 55001, and 45001 audits for the entire fleet.
• Verify all third-party inspections, conduct root cause analysis, and share preventive actions with all departments and fleet vessels to avoid repetitive observations.
• Assist the commercial team in vetting and ship clearance prior to ship fixtures.
• Upload required certificates, documents, and reports into the OCIMF database and ensure timely closure of deficiencies and defects.
• Prepare and arrange TMSA audits and update the database accordingly.
• Upload ship inspections and information into databases for company evaluation and benchmarking.
• Assist in establishing annual integrated internal audit and SIRE inspection plans.
• Conduct contractor, agent, and shipyard audits as required.
• Conduct technical evaluations for HSE projects.
• Review HSE-related bidding documents when requested by the new building team.

Compliance & Documentation

• Ensure vessel documentation, certifications, crew knowledge, and appearances comply with Oil Majors, OCIMF, Rightship, ISM, ISPS, MLC code, ISO 9001, ISO 14001 standards, Flag state, Port state, and industry requirements.
• Take over new vessels and prepare required certificates, documents, and manuals related to ISM, ISPS, MLC, and other miscellaneous documents.
• Prepare new manuals and publications for new delivery vessels and arrange related approvals from flag and class.
• Prepare, issue, and control new checklists as per the latest regulations in coordination with Corporate HSE.
• Assist in inducting and decommissioning vessels from the fleet.

Health, Safety & Security

• Provide 24/7 guidance and mentoring to masters and ship staff on regulatory and voluntary compliance, including HSEQ issues.
• Perform accident/incident investigations, root cause analysis, and present findings as part of the investigating team.
• Ensure the company's objectives, KPIs, and HSE performance objectives are met and aim to exceed the scores.
• Arrange security armed guards and advise the contracted security company on ship movements over HRA.
• Monitor all issues related to ship security hardening and security-related deliveries, including security team arrangements with the procurement team.
• Arrange and issue safety and security messages to all fleet vessels.
• Assist the CSO in duties and provide daily updates to ships regarding security incidents and behavior.
• Deliver and control BBS (Behavior Based Safety) implementation over the fleet and introduce training for all seafarers.
• Conduct HSEQ and navigation assessment training on board during short voyages and arrange for external trainers if required.
• Coordinate HSE-related monthly topics.
• Mentor ship staff in line with SIRE 2.0/TMSA and company requirements.
• Be part of the onshore security officer team.

Reporting & Communication

• Provide and update managers with the latest pre-vetting, SIRE, Rightship inspection, and any HSE/ISPS/MLC issues.
• Facilitate effective communication and collaboration between the office, third parties, port agents, and ship staff for matters related to internal and external third-party inspections.
• Assist in reviewing all HSEQ-related reports from vessels.
• Conduct periodical management reviews of the company's integrated management system.

Policy, Procedure & Process Development

• Develop and implement policies and procedures to improve fleet performance.
• Assist in developing and implementing department policies, processes, systems, standards, procedures, and internal controls.
• Assist in reviewing all HSEQ-related reports from vessels.
• Support the establishment of a corporate integrated risk management system within the department.
• Promote an organizational culture that encourages innovation and enhances employee motivation.

Budget & Financial Management

• Prepare and recommend fleet marine budgets and monitor financial performance to ensure alignment while minimizing unnecessary expenditures.
• Assist in preparing fleet budgets for HSE activities.
• Implement and coordinate third-party inspection invoice payment processes against the budget.
• Monitor expenditure against the approved department budget and suggest improvements and savings.

Port Security & Movement Approvals

• Monitor and issue TRA (Transit Risk Assessment) approvals and process related movements.

Administrative & Strategic Support

• Assist in preparing/reviewing all marine-related contracts associated with HSEQ activities.
• Coordinate company stationary fleet delivery and arrange new supplies from contracted third parties.
• Participate in interviewing candidates for employment and promotions upon request.
• Review, develop, and recommend the appropriate organization structure for the department.
• Contribute to the development of the division's KPIs.
• Prepare for the implementation of digital marine solutions and supervise related changes.
• Update monitoring software daily, weekly, and monthly.
• Assist in miscellaneous projects and initiatives as required.

Qualifications & Experience

Education & Certifications

• Bachelor Degree in Marine and/or Engineering of Nautical Science.
• Master (FG) Certificate of Competency Class-1 or Chief Engineer Certificate of Competency Class-1 (FG).

Professional Experience

• Minimum of 3 years as a Marine/HSEQ/Vetting Superintendent from operations on oil, product, or chemical tankers.
• Minimum 5 seagoing years in a senior rank, with a minimum of 2 years as a Master or Chief Engineer.

Skills & Competencies

• Deep knowledge of ISM, ISPS, MLC, ISO 9001, ISO 14001, ISO 50001, and ISO 55001 standards.
• Expertise in SIRE 2.0, TMSA, and Rightship inspection systems.
