Role Overview
Sub-Contract Engineer at Samsung E&A. The role assists the Field Control Manager in subcontract administration, including management, administration, and review of Subcontract Agreements and amendments.

Role Purpose
To support the Field Control Manager in administering subcontracts by managing contract changes, reviewing agreements and claims, maintaining documentation, and ensuring alignment between subcontractor and client contract terms throughout the project lifecycle.
Key Responsibilities
Contract Management
- Handle contract changes through negotiation with subcontract personnel.
- Prepare and issue approved contracts to selected contractors.
- Deal with subsequent contract amendments, call-offs, and purchase orders.
- Ensure sub-contract terms drafted provide full back-to-back coverage with client contracts.
- Maintain and log all subcontract change authorizations and amendments.
- Liaise with legal, tax, insurance, and compliance to obtain input into subcontracts.
Claims & Cost Administration
- Handle comprehensive cost, delay, and variation claims.
- Participate in review and negotiation of subcontractor claims under supervision and guidance by Contract Administrator.
- Report any potential claim related to delay or disruption through correspondence such as daily reports or incoming letters.
- Respond to claims issued by subcontractors through official letters.
- Prepare claim details and issue notification of claim to subcontractors or owner.
Documentation & Compliance
- Review progress invoices from subcontractor.
- Maintain files of subcontract documents.
- Organize history of all claims, change orders, and back charges under subcontracts.
- Verify subcontractor requests for release of holdback and final payments.
- Prepare subcontract approval paperwork including subcontract RRC, GRRC, and Tender Board paperwork where required in support of ITTs and awards.
- Competent with document control.
Stakeholder Coordination
- Attend weekly construction meetings with subcontractors to obtain updates on site issues.
- Advise construction team to avoid exposure to liabilities.
- Review proposals submitted by subcontractors for new or additional work.
General Duties
- Perform other works of incidental and related nature as Sub-Contract Engineer.
Qualifications & Experience
- Bachelor's degree in a related major.
- Minimum 5 to 10 years' experience.
- Cost control and project-based field control experience, ideally gained within the Oil and Gas industry or Petrochemical industry.
- Experience drafting and working with contracts for all tiers of suppliers in differing commercial and contractual arrangements.
- Experience working within an active and lively operational team.
- Oil and Gas experience in tendering, awarding, managing, and negotiating subcontracts.
Skills & Competencies
- Advanced knowledge of Word and Excel.
- Subcontract administration.
- Method Statement review.
- Review of Construction Schedule.
- Document control.
