Role Overview
Senior Buyer at Wasl, Dubai. Reports to the Senior Manager – Procurement within the Procurement Department.

Role Purpose
The Senior Buyer executes procurement activities related to materials, equipment, and services, ensuring efficient sourcing, supplier management, and contract execution in alignment with organizational objectives. The role handles moderately complex procurement requirements, leads negotiations, ensures compliance with procurement policies and procedures, contributes to market analysis and supplier performance management, and provides guidance to junior procurement staff while supporting operational excellence.
Key Responsibilities
Procurement Execution
- Execute end-to-end procurement activities including sourcing, RFQs, RFPs, bid evaluation, negotiation, and purchase order issuance for assigned categories and requirements.
- Oversee purchase order processing, ensuring accuracy, completeness, and timely issuance.
- Track procurement activities and coordinate with suppliers to ensure timely delivery of goods and services.
Supplier Management
- Identify, evaluate, and select suppliers based on price, quality, service, delivery capability, and reliability to ensure optimal procurement outcomes.
- Manage supplier relationships to ensure consistent performance, quality delivery, and adherence to contractual obligations.
- Monitor supplier performance and resolve issues related to delivery, quality, or service in a timely and effective manner.
Negotiation and Commercial Terms
- Lead negotiations with suppliers to secure competitive pricing, favorable commercial terms, and service level agreements.
Contract Support
- Support contract preparation and ensure contracts are executed, tracked, and managed in line with procurement and compliance requirements.
Stakeholder Collaboration
- Collaborate with internal stakeholders to understand procurement needs, clarify specifications, and ensure accurate and complete requirements prior to sourcing.
Market Analysis and Optimization
- Conduct market research and analysis to stay informed of industry trends, supplier capabilities, and pricing benchmarks.
- Identify opportunities for cost savings, supplier consolidation, and process improvements within procurement activities.
Compliance and Risk Management
- Ensure all procurement activities are conducted in compliance with internal policies, procedures, and ethical standards.
- Identify procurement risks and support the implementation of mitigation strategies to ensure continuity of supply.
Records and Reporting
- Maintain accurate procurement records, including supplier data, contracts, purchase orders, and sourcing documentation.
- Prepare procurement reports and provide insights on supplier performance, procurement trends, and cost optimization opportunities.
- Support audit processes by responding to audit queries and providing required documentation and explanations.
Team Support and Continuous Improvement
- Provide guidance and support to junior procurement staff, sharing knowledge and best practices.
- Contribute to continuous improvement initiatives to enhance procurement processes, efficiency, and value delivery.
Qualifications & Experience
- Bachelor's Degree in Business Administration, Supply Chain Management, or related field.
- 3–5 years of experience in procurement or supply chain management.
- Experience in sourcing, supplier management, and procurement operations.
- Proficiency in Microsoft Office and procurement systems.
Desirable
- Professional certifications such as CIPS or equivalent.
- Experience in real estate, FM, or service-based procurement environments.
- Knowledge of UAE procurement practices and supplier markets.

- Supplier Management: Intermediate proficiency in managing supplier relationships and monitoring performance.

- Contract Support: Intermediate proficiency in supporting contract preparation and lifecycle tracking.
- Procurement Policy and Compliance: Intermediate proficiency in ensuring adherence to procurement policies and procedures.
- Market Analysis: Intermediate proficiency in conducting market research and supplier benchmarking.
- Spend Awareness and Cost Optimization: Intermediate proficiency in identifying cost-saving opportunities and efficiency improvements.
- Procurement Systems and Tools: Intermediate proficiency in utilizing ERP and procurement systems for sourcing and reporting.
- Reporting and Documentation: Intermediate proficiency in maintaining records and preparing procurement reports.
- Strong negotiation and commercial evaluation skills.
- Knowledge of procurement processes and purchasing best practices.

- Responsible for executing procurement decisions within assigned scope and delegated authority.
- Provides recommendations on supplier selection, sourcing approaches, and negotiation strategies.
- Accountable for timely delivery, compliance, and quality of procurement outcomes.
- Supports procurement spend management through effective sourcing and supplier negotiations.
- Contributes to cost optimization and budget adherence within assigned procurement activities.
- Supports financial reporting and tracking of procurement activities.
