Role Overview
Senior Offshore Construction Engineer at NMDC Group. This role manages offshore construction execution across all project phases, from planning through close-out, ensuring compliance, quality, and cost effectiveness.
Role Purpose
To coordinate offshore construction activities, manage engineering documentation and deliverables, support project managers and field teams, ensure HSE compliance, and deliver project objectives on schedule and within budget.
Key Responsibilities
Planning & Strategy
- Assist Offshore Construction Manager in preparing offshore project deliverables list.
- Participate in project kick-off and strategy meetings to finalize offshore execution strategy.
- Support development of offshore execution plans.
- Assist in preparing techno-commercial analyses to optimize offshore installation costs.
- Prepare the Risk Assessment Register, participate in RA meetings, and circulate consolidated comments to the client and internal stakeholders.
- Prepare job cards for offshore hook-up work.
Engineering & Documentation
- Review contract.
- Coordinate preparation of planning package and procedures.
- Review Engineering documentation.
- Review engineering documents, drawings, and analyses from a constructability perspective.
- Ensure availability of latest approved documentation onboard offshore spread.
- Review project scope, drawings, and deliverables for compliance.
- Ensure installation procedures comply with contractual and project requirements.
- Final documentation and lessons learned.
- Assist in preparation of offshore final documentation and dossiers.
- Support preparation of project close-out reports.
Procurement & Materials
- Assist OCM in preparing the construction aids list (load register) and follow up fabrication progress with NOD base.
- Support issuance of Purchase Requisitions for offshore materials not covered by engineering and follow up with procurement.
- Assist in evaluation, expediting, receipt, and MRV approval of offshore materials.
- Ensure timely pre-installation and load-out of offshore execution items.
Stakeholder & Vendor Coordination
- Assist Project Manager, Section Head, Supervises & Field Engineer.
- Coordinate offshore scope activities with all internal departments.
- Co-ordinates activities with all departments.
- Liaise with third-party agencies on offshore execution matters.
- Coordinate with marine warranty surveyors on documentation, load-out, towing, and installation activities.
- Support coordination of subcontractor mobilization/demobilization and performance evaluation.
- Monitor daily offshore operations and coordinate closely with client and marine teams.
- Prepare and coordinate mobilization plans and support mobilization meetings with marine and field teams.
- Review mobilization/demobilization plans for vessels, materials, manpower, and subcontractors.
Project Controls & Reporting
- Reviews project specific procedures.
- Sub-contractor scope of work.
- Client deliverables/progress plan.
- Job instructions & variation proposals.
- Client approvals.
- Vendor deliverables.
- Report preparation & invoice verification.
- Attend weekly progress meetings with VPOO/OCM/OCD and highlight issues.
- Estimates changes / bids for projects.
- Support preparation of variation orders and claims, including technical input and offshore durations.
- Assist in updating offshore schedules based on progress and resource availability and propose recovery measures for delays.
- Monitor barge and vessel progress to ensure schedule adherence and resolve technical issues.
Health, Safety & Quality
- Ensure implementation of the project safety plan and company HSEMS.
- Compliance in accordance with HSE Standard.
- Conduct HSE audits and safety tours on offshore spreads.
- Ensure and enhance quality of work and participate in quality audits.
Certification & Compliance
- Certification activities.
Qualifications & Experience
- Bachelor of Science in Engineering.
- 8 years' experience in offshore construction.
- Thorough understanding of offshore operations, personnel, and equipment.
