Role Overview
Senior Buyer at CB&I, located in Dubai, UAE. This is a senior supply chain position providing organizational flexibility and responsible for identifying commodity and service sources, evaluating bids, awarding contracts and purchase orders, maintaining vendor relationships, and maintaining comprehensive product and pricing information for CB&I Storage Solutions.

Role Purpose
The Senior Buyer serves as a senior member of the supply chain and represents a first step into significant supply chain management responsibility. This professional role is designed to develop candidates toward management level by demonstrating acumen in sourcing, Source Inspection, Expediting and Logistics, with oversight of these tasks becoming a higher priority. The role requires interaction with localized Supply Chain, Operations, Accounting and Engineering functions while reporting to Regional Management.
Key Responsibilities
Health, Safety and Environment
- Proactively embrace and promote the company's HSE requirements and culture.
Procurement and Vendor Management
- Identify varied sources of commodities and services.
- Prepare contract documents and bidders lists.
- Proactively seek out and qualify new potential bidders.
- Assemble and distribute requests for quotation from vendors.
- Maintain contact with vendors.
- Perform bid evaluations and issue purchase orders for complex packages or commodities.
- Negotiate complex or large dollar value purchase orders for regional and/or international purchases.
- Assist with the evaluation, award and conforming process.
- Resolve large claim or dispute events with vendors.
- Solicit budgetary pricing for equipment, material, or labor to support estimating and proposal efforts for non-major projects.
- Purchase material and services at or below estimate using procurement processes while maintaining consistency with schedule requirements.
Leadership and Development
- Provide leadership training and guidance for junior staff.
- Represent the department in meetings with other functions and management.

Operations and Continuous Improvement
- Maintain comprehensive descriptions of available products and current prices of CB&I Storage Solutions' products and services.
- Function as lead buyer for a project as needed.
- Proactively recommend, support, and implement improvements to tools, systems and software to improve efficiency and maximize autonomy.
Qualifications & Experience
- Typically 8 to 10 years of relevant work experience.
- EPC Industry experience is preferred.
- BA or BS degree in Supply Chain, Business, Technical/Engineering, Construction Management or related field (preferred).
Skills & Competencies
