Role Overview

Specialist - Air Traffic Services at General Civil Aviation Authority, responsible for certification, oversight, audits, and safety management within the UAE civil aviation sector.

Role Purpose

Manage aviation safety certification, approvals, and oversight activities while conducting investigations, implementing corrective actions, and promoting a safety culture across the UAE civil aviation industry in alignment with international standards and ICAO regulations.

Key Responsibilities

Certification, Approval and Oversight

• Ensure all certification, approvals and audits are managed effectively in line with stipulated guidelines and relevant certificates or approvals, or recommend for certification or approval as per the Technical Authority Manual.
• Provide inputs into the process of developing the annual oversight surveillance program to ensure compliance with standards and regulations.
• Ensure timely and up-to-date data in Q-Pulse Auditing System to ensure compliance with GCAA's roles and functions.
• Conduct aviation safety-related investigations, coordinating where operational issues are relevant to determine the cause of accidents and prevent future incidents.

Internal Surveillance and External Audit

• Implement corrective actions raised against the department during internal surveillance program to ascertain alignment of Safety Affairs standards in line with international standards and continuous improvement.
• Support the administration of all auditing activities by external entities of Safety Affairs including ICAO and IMS to ensure smooth and productive audit.

Document Management

• Maintain a comprehensive record of relevant certification, reports, recommendations and general documents to ensure an accurate record and evidence base.

Safety Policy, Promotion and Culture

• Assist in providing input into the identification of Acceptable Levels of Safety Performance (ALOSP) to ensure appropriate and achievable targets are set.
• Improve and implement safety promotion activities to disseminate and nurture a safety awareness culture in the UAE civil aviation industry.
• Keep industry players abreast of changes to relevant rules, regulations and other aviation safety developments.
• Provide advice and guidance to the Sector, sharing best practice, trends and the findings of reviews, studies and investigations to prevent future occurrences, incidents and accidents.

Policies, Systems, Processes and Procedures

• Assist management in maintaining ongoing liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing safety regulations.
• Foster the safe and orderly growth of UAE Civil Aviation through regulatory coordination.
• Implement Safety Affairs policies, systems, processes and procedures to fulfill all relevant procedural and legislative requirements.
• Deliver high-quality safety services to the UAE civil aviation industry in accordance with customer service standards.

Reporting

• Ensure all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Qualifications & Experience

• Licensed Air Traffic Controller with a minimum of 5 years operational experience or in a relevant environment.
