Shift in Charge

Role Overview

Shift in Charge Engineer at ACWA Power, Operation Department. Reports to the Operation Manager.

Role Purpose

Responsible for overall plant operation activities during assigned shifts. Ensure all plant activities are performed safely and efficiently in accordance with approved Standard Operating Procedures, quality standards, time schedules, and operating requirements. Responsible for safe startup and shutdown of the plant per Standard Operating Procedures.

Key Responsibilities

Safety & Compliance

• Comply with all safety rules and regulations and maintain full awareness of plant safety hazards.
• Ensure plant operation to established standards with minimum risk to personnel, equipment, and materials.
• Comply with safety and environmental standards at all times.
• Ensure Environmental Aspect-Impact and Hazard Risk Assessment are carried out, controlled, and updated.
• Identify, document, and control hazards in assigned work areas.
• Ensure identification of root cause for non-conformances and deviations, and implement corrective and preventive actions.
• Control emergencies, incidents, and near misses.
• Ensure regulatory compliance within scope of activities.
• Report deviations in Integrated Management System and implement corrective and preventive actions.

Operations & Plant Management

• Maintain familiarity with plant Operation & Maintenance agreements, Piping and Instrumentation Diagrams, Standard Operating Procedures, Work Instructions, operation and control logics, emergency operation procedures, regulatory requirements, and related documents.
• Follow preset operational schedules to fulfill targeted production availability safely and efficiently.
• Monitor overall plant status and summarize activities in the log book.
• Fill daily plant status reports and relay all activities that occurred during the shift.
• Keep accurate records on all activities performed in the plant on a regular basis.
• Study and suggest modifications that can improve plant efficiency.

Permits to Work & Maintenance Coordination

• Have complete understanding of the permit to work system applied to the plant.
• Issue and cancel permits to work per authorization.
• Upon authorization, issue work permits for maintenance section involved.
• Normalize equipment after release and perform necessary testing to check equipment or systems after maintenance.
• Coordinate all activities related to plant operations during the shift with all other departments.

Emergency Response & Decision-Making

• Make quick, on-the-spot decisions to correct abnormalities or disturbances.
• Take corrective actions during a state of emergency.
• Supervise startup checklists, interlock checks, protection tests, and non-routine activities such as preservation and acid cleaning.

Stakeholder & Cross-Functional Coordination

• Coordinate with all other departments on activities related to plant operations during the shift.
• Coordinate all activities or changes in plant status with Operations Manager.
• Coordinate activities involving plant chemistry with the Chemist.
• Communicate with the Load Dispatch Center.

Integrated Management System

• Implement, monitor, and report Integrated Management System objectives, targets, and programs.

Reporting & Documentation

• Prepare incident and accident reports and other reports required by departments, submitting to concerned authorities within stipulated timeframes.

Personnel Management & Training

• Maintain staff evaluation records and vacation schedules.
• Prepare evaluation forms for personnel requirements.
• Identify competency gaps for subordinate personnel and implement necessary actions.
• Carry out periodic performance evaluation of reporting employees.
• Provide on-the-job training to new employees and evaluate their OJT performance.
• Assist in training and familiarization of new personnel in the shift.

Additional Duties

Qualifications & Experience

Education

• Bachelor of Engineering is required.
• Post Graduate in Engineering with Power Plant Engineering is preferred.

Minimum Experience

• Minimum 8 years in Power, Desalination, or Reverse Osmosis plant operations.
• Experience in similar plants in the Middle East is preferable.

Skills & Competencies

• Awareness of Quality, Occupational Health & Safety, and Environment Management System principles.
• Knowledge of applicable legal requirements.

• Power, Desalination, and Reverse Osmosis operational activities knowledge.

• Strong leadership qualities.
• Excellent analytical skills.
• SAP working knowledge is preferred.
• ISO 9001, ISO 14001, and OHSAS 18001 awareness or working knowledge is preferred.
