Role Overview
Senior Specialist, Risk Management at ADNOC. This role oversees and controls all Project Risk Management activities pertaining to the successful delivery of the Group's strategic capital projects portfolio of all Major projects, to meet the mandate of the Group CEO and overall group objectives.
Company Overview
Project Risk Management is a part of Group Projects and Engineering and is required to support efficient project maturation and delivery within ADNOC.
Role Purpose
The role exists to identify new risks, re-assess existing risks, systematically evaluate identified risks, and ensure adequate risk response actions are in place to increase the likelihood of meeting project objectives across ADNOC's strategic capital projects portfolio.
Key Responsibilities
Project Risk Management Discipline
- Lead the Project Risk Management discipline, providing direction and advice to all Group Companies on all Risk Management discipline integration related issues.
- Manage the development of all Project Risk Management related standards, guidelines, and procedures as Group Technical Authority (Level 1).
- Manage the development, update and regular maintenance of the Project Risk Management technical and organizational framework, competency management and assessment framework, and the development of the Project Risk Management Technical Authority Framework.
- Lead the implementation of the Technical Authority Framework on Project Risk Management roles across ADNOC Group by appointing individual Group Company Technical Authorities.
- Develop and maintain the Project Risk Management Knowledge community across the Group Companies.
- Lead the development of Project Risk Management Community of Practice.
- Provide technical risk management advice, supporting Group Companies in managing their portfolio of projects within a risk framework, assisting in developing and delivering them in terms of scope, cost, time, operability, quality and safety in line with agreed project objectives.
- Work with other Senior Specialist Project to ensure seamless integration of Project Risk Management knowledge within ADNOC Group Value Assurance Process and Integrated Project Management System.
Oversight and Governance
- Lead and set the tone for the oversight and execution of ADNOC's Project Risk Management.
- Maintain continuous oversight to ensure effective implementation of Project Risk Management Framework across ADNOC.
- Assess top risks associated with ADNOC Capital Program and report them to internal and external stakeholders as required, including GPE SVP, VPs, ERM function, and any other leadership structure that requires capital projects risk reporting.
- Review ADNOC top project risks and related risk action plans and submit or present to ADNOC leadership when requested.
- Work with Directorates and Group Companies to establish, maintain and continuously improve project risk management capabilities.
Risk Culture and Development
- Foster and strengthen project risk aware culture across ADNOC through continuous project risk related initiatives.
- Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDPs), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.
Departmental Operations
- Plan and supervise the activities of the personnel and resources of the Department to achieve Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
Budgets and Operational Plans
- Compile and provide input for preparation of Division budgets and regularly monitor expenditure against approved Department budget levels.
- Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.
- Oversee design and implementation of the iPAD Risk Management Module.
- Continuously assess project risk management software capabilities against market demand, and test and procure best in class project cost and schedule risk management software.
Policies, Systems, Processes and Procedures
- Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of Division work programs in line with Company and International standards.
Performance Management
- Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.
Organisation Structure and Development
- Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet business objectives.
Innovation and Continuous Improvement
- Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
- Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.
Health, Safety, Environment and Sustainability
- Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems and controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
- Ensure adequate HSE training and induction for all Department employees to meet HSE standards.
Management Information Systems and Reporting
- Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.
Qualifications & Experience
- Bachelor's Degree in Engineering, preferably with an advanced professional degree in Project Risk Management, Project Management or Engineering.
- 15 years of experience within Oil and Gas projects with exposure to various aspects of Project Management and Project Risk Management at project, business unit, and corporate levels.
- Subject Matter Expert Knowledge in Project Risk Management applied to Oil and Gas Capital Projects.
- Certification as PMI Risk Management Professional (PMI-RMP)® preferred.
- Certification as Project Management Professional (PMP)® preferred.
Skills & Competencies
- Highly proficient in project risk management software packages including Archer, ARM, Oracle Primavera Risk Analysis, @Risk, Deltek Acumen Fuse, and Safran.
