Role Overview

Senior Projects Manager – Roads / Utilities / Urban Development at HILL International, responsible for leading large-scale infrastructure construction works and ensuring project delivery within scope, time, and budget.

Role Purpose

Lead the full lifecycle of major infrastructure projects from design through execution to handover, overseeing contractor performance, site activities, multi-stakeholder coordination, and ensuring compliance with safety, quality, and environmental standards while managing risks, schedules, procurement, and reporting.

Key Responsibilities

Project Delivery & Site Management

• Lead the PMC site delivery and construction team for all construction works.
• Manage the full Infrastructure project lifecycle from design stage through execution and handover phases.
• Drive successful project completion and ensure all contractual and operational requirements are met.
• Coordinate with the Employer, Engineer, consultants, and stakeholders to ensure timely project delivery.
• Ensure all works are coordinated with the overall project and site logistics, planning, and implement required modifications proactively.

Contractor & Performance Management

• Manage contractor performance, interface coordination, progress, risk, commercial and contractual matters.
• Manage Construction Managers.
• Monitor and review Consultants' and Contractors' performance, provide regular objective feedback on progress, and address poor performance immediately.
• Ensure all parties perform in accordance with their contracted services and necessary duties.
• Review Contractor's submitted Monthly Reports.

Schedule, Procurement & Commercial

• Ensure compliance with approved program requirements and continual adherence to overall project delivery strategies and timescales.
• Evaluate progress on Construction Methodology and Schedules for Infrastructure packages and champion necessary mitigating actions regarding cost deviations and time slippage.
• Review possible Infrastructure Package Procurement Strategies for review, discussion, and implementation.
• Ensure coordination between Design, Construction, and Commercial disciplines in terms of Infrastructure.

Quality Assurance & Standards

• Ensure compliance with approved design, quality, HSSE, and cost requirements.
• Review progress and adherence to Technical, Safety, and Quality standards.
• Ensure Quality Standards across all works are achieved.
• Ensure completed Works comply with standards sign-off and handover protocols and standards.

Safety & Environmental Compliance

• Establish, implement, and maintain the highest levels of Site Safety.
• Ensure compliance with all environmental requirements and direction.
• Ensure adequate Risk Assessments and Method Statements are produced, reviewed, and signed off.

Risk & Issue Management

• Manage risks, schedules, and project reporting while addressing delays or performance issues.
• Identify, record, and assign adequate mitigation strategies and responsibilities for all Project Risks.
• Feed Project Risks into a central Project Risk Register timeously.
• Communicate perceived project risks to the Project Director and Delivery Teams.

Commissioning & Handover

• Ensure all necessary commissioning works are undertaken.
• Action all necessary snagging lists accordingly.

Governance & Coordination

• Chair meetings as necessary.
• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Bachelor's Degree in Civil Engineering.
• Minimum 20 years' experience in major infrastructure (roads, utilities, urban development) projects operating within the GCC Region.
• Minimum 5 years' experience as a Project Manager delivering major roads, utilities, and urban development projects.
• Strong experience in PMC and Construction Supervision roles, contract administration, stakeholder management, and multidisciplinary coordination.
• PMP or APM certification preferred.

• Excellent command of written and spoken English.
