Role Overview

Senior Project Risk Engineer at HILL International.

Role Purpose

Manage and oversee all aspects of project planning, development and implementation for a range of projects. Identify, assess, and evaluate risk issues arising from different phases in the project lifecycle, and deliver project outcomes on time, on budget, to quality standards and within agreed scope.

Key Responsibilities

Risk Management Planning & Strategy

• Prepare and implement a risk management plan for construction projects outlining the processes to mitigate risks.
• Ensure risk management plans include risk identification procedures, risk evaluation procedures, and risk mitigation procedures.
• Develop proven understanding and application of commercial risk management practice and procedures within the relevant cluster context.
• Predict potential financial liability for the Division from data provided by collieries, relevant authorities and the Division itself.

Risk Assessment & Quantification

• Identify problems, assess alternatives and determine solutions.
• Facilitate meetings with clients, consultants, and contractors to identify, assess, and evaluate risk issues arising from different phases in the project lifecycle.
• Demonstrate proven experience of risk quantification across cost, schedule, quality and safety dimensions.
• Maintain risk management databases (for example ARM).

Project Planning & Delivery

• Manage and oversee all aspects of project planning, development and implementation for a range of projects.
• Ensure project outcomes are achieved on time, on budget, to quality standards and within agreed scope in line with established agency project management methodology.
• Apply strong background in pre-construction management including contract management, procurement, tendering, estimating and cost control.
• Demonstrate good working knowledge of schedule management and sequence of activities from pre-design to design development to construction and closeout.

Stakeholder Management & Collaboration

• Frequently facilitate meetings with clients, consultants, and other management teams.
• Partner with multiple stakeholders to resolve conflicts and drive alignment on project objectives.

Commercial & Financial Management

• Handle costs and claims associated with cost and time.
• Manage change order processes and conflict resolution.
• Monitor corporate risk management procedures.

Compliance & Governance

• Inform yourself of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within HILL International.
• Ensure continued compliance with these requirements while employed by HILL.
• Perform other duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Bachelor's degree in engineering or management from an accredited university.
• Minimum 15 years' experience in engineering and/or project management.
• Demonstrated experience as the risk manager on large-scale projects.
• Proven experience and understanding of commercial risk management practice and procedures, preferably within the relevant cluster context.
• Proven experience of risk quantification across cost, schedule, quality and safety.
• Proven experience of maintaining risk management databases (for example ARM).
• Proven experience of corporate risk management procedures.
• Experience of working internationally, with preference for Kingdom of Saudi Arabia (KSA) experience.
• Strong background in pre-construction management including contract management, procurement, tendering, estimating and cost.

• Proven understanding of schedule management and project sequencing from pre-design through design development to construction and closeout.
• Excellent facilitation and communication skills for meetings with diverse stakeholder groups.

• Proficiency with risk management databases (for example ARM).
