Role Overview

Senior Manager, Talent Acquisition at Sheikh Shakhbout Medical City (SSMC). The role owns operational delivery of talent acquisition across the Nursing and Allied Health & Admin recruitment streams, translating strategy into day-to-day execution and leading teams to meet annual hiring, Time-to-Recruit, quality-of-hire, and Emiratisation targets.

Role Purpose

Deliver SSMC's annual talent acquisition plan across Nursing and Allied Health & Admin streams by leading Assistant Manager teams, managing recruitment agency partnerships, ensuring regulatory compliance, and maintaining accountability for hiring performance, quality, and Emiratisation outcomes against approved manpower plans and budgets.

Key Responsibilities

Strategic Alignment & Planning

  • Translate SSMC's talent acquisition strategy into operational plans and delivery targets for the Nursing and Allied Health & Admin streams.
  • Own day-to-day delivery of the annual hiring plan across both streams, ensuring recruitment activity aligns to approved manpower plans and business priorities.
  • Partner with the Workforce Planning Manager to align recruitment execution to approved manpower plans and budgets.

Leadership & Team Management

  • Lead and develop the Assistant Managers, Talent Acquisition, and any other direct reports, setting clear performance expectations and caseload benchmarks by stream.
  • Manage the Assistant Managers, Talent Acquisition (Nursing, Allied Health & Admin) and, through them, all Talent Acquisition Specialists in those teams.

Performance Management & Reporting

  • Chair regular pipeline and performance reviews across streams, identifying and resolving delivery risks.
  • Provide regular, consolidated performance reporting on hiring, Time-to-Recruit, quality-of-hire, and Emiratisation metrics to the Director.

Recruitment Operations & Escalation

  • Act as the senior escalation point for complex, senior, or hard-to-fill requisitions within the Nursing and Allied Health & Admin streams.
  • Own day-to-day management of recruitment agency and sourcing partner relationships, including performance and cost management.
  • Manage agency spend and sourcing budget execution within the Talent Acquisition function, in line with budget set by the Director.

Technology & Systems

  • Drive adoption and effective use of Oracle Recruiting Cloud and related recruitment technology across all teams.

Compliance & Governance

  • Own compliance across all Talent Acquisition teams with UAE labour law, DOH/HAAD requirements, and SSMC policy.

Employer Branding & Emiratisation

  • Contribute to and help execute SSMC's employer branding campaigns and Emiratisation sourcing initiatives across streams.

Stakeholder Engagement

  • Represent Talent Acquisition at the offer approval stage, working with Rewards and the Director on offers requiring committee review.
  • Support the Director in workforce planning, budget management, and structural or process improvement initiatives for the Talent Acquisition function.

Qualifications & Experience

Education

  • Bachelor's degree in Human Resources, Business Administration, or a related field (required).
  • Master's degree or MBA with a specialisation in Human Resources, Organisational Behaviour, or Healthcare Management (desired).

Certifications

  • Recognised HR certification such as CIPD Level 5/7, SHRM-CP/SCP, or equivalent (required).
  • Oracle HCM / Oracle Recruiting Cloud certification (desired).

Professional Experience

  • 8–10 years of progressive talent acquisition experience, including a minimum of 3–4 years managing multiple recruitment teams or streams (required).
  • Experience in a large healthcare, medical centre, or hospital environment (desired).
  • Experience managing nursing or allied health recruitment at scale (desired).
  • Proven people leadership experience managing managers (required).

Skills & Competencies

  • Proficiency in the English language, written and spoken (required).
  • Strong command of data and recruitment analytics to inform decisions (required).
  • Excellent stakeholder management skills, including the ability to influence senior clinical and operational leaders (required).
  • Deep understanding of UAE labour law, Emiratisation requirements, and DOH regulatory requirements for clinical workforce (required).
  • Proficiency in the Arabic language (desired).

Additional Information

  • Experience working within a PureHealth Group or Abu Dhabi Health Services Company (SEHA) network (desired).
