Role Overview

Senior Manager - Geotechnical at Qiddiya Investment Company. This role oversees all geotechnical and ground investigation activities across the Qiddiya Development, including leading execution of the Cliff Stabilisation Roadmap to ensure long-term stability of the Qiddiya Tuwaiq cliff.

Role Purpose

Ensure geotechnical risks are identified, mitigated, and integrated into planning, design, and delivery activities at a city-wide level. Lead the execution of city-wide geotechnical strategy and the Cliff Stabilisation project while coordinating across master planning, design, and delivery teams to align with Qiddiya's broader development objectives.

Key Responsibilities

City-Wide Geotechnical Strategy & Oversight

• Establish and lead a city-wide geotechnical and ground investigation strategy aligned with Qiddiya's master development plan.
• Oversee all geotechnical investigations across the city, ensuring data integrity, consistency, and long-term value.
• Lead integration of all geotechnical data into Qiddiya's GIS and digital engineering systems for long-term asset management and traceability.
• Ensure compliance with international standards, local regulations, and best practices in ground engineering.
• Implement a geotechnical risk register that informs prioritisation, scope development, and mitigation strategies across the project lifecycle.
• Support development of geotechnical specifications, scopes of work, and contract documentation to ensure consistency and technical quality.

Procurement & Contractor Management

• Oversee procurement and management of city-wide geotechnical consultants and ground investigation contractors.
• Define and implement procurement strategies, including identification and selection of best-fit consultants and contractors.
• Act as Scope Owner, contributing to all tender processes including drafting RFPs, responding to PTCs, and evaluating tenders.
• Lead management of technical and design consultants and oversee deliverables, ensuring compliance with time, cost, and quality parameters.

Cliff Stabilisation Project Delivery

• Lead strategic planning and execution for the city-wide Cliff Stabilisation project, including development of a phased delivery strategy integrating with master planning, construction timelines, and opening of adjacent districts.
• Progress the project through Qiddiya's Stage Gate governance framework, leading development of all required Stage Gate deliverables.
• Manage project timelines, budgets, and quality standards across all phases to ensure successful project delivery.
• Develop and maintain a cost plan in collaboration with Qiddiya's cost planning team and external cost consultants.
• Oversee review and approval of technical and design deliverables, ensuring alignment with Qiddiya's Cliff Stabilisation Roadmap, engineering best practices, and Qiddiya's approval process.
• Ensure deliverables are integrated with GIS systems to maintain a comprehensive geotechnical database for long-term cliff stability management.

Stakeholder & Team Coordination

• Coordinate closely with district development teams to ensure geotechnical inputs are embedded in early design decisions and construction methodologies.
• Collaborate with the Delivery Director to design team organisational structures and implement hiring strategies.
• Collaborate with internal teams including procurement, engineering, digital information, planning, cost planning, commercial, reporting, and delivery to deliver project objectives.
• Coordinate with district master developers to ensure seamless integration of cliff stabilisation solutions with adjacent developments.
• Provide support to district developers and asset managers on cliff-related risks.

Risk Management

• Implement risk management frameworks to identify potential risks and integrate mitigation strategies.

Qualifications & Experience

• Bachelor's or Master's degree in Civil Engineering, Geotechnical Engineering, Construction Management, or a related field.
• Minimum 12-15 years of experience in large-scale infrastructure or development projects, with specific expertise in geotechnical and stabilisation works.
• Proven experience in project management, contract administration, and procurement within a complex development environment.
