Senior Engineer, Occupational Health

Role Overview

Senior Engineer, Occupational Health at ADNOC. This role is based on-site with occasional exposure to prevailing weather conditions during plant visits.

Role Purpose

Monitor HSE performance and practices to ensure operations and plant assets operate safely in accordance with HSE standards, policies and procedures. Act as a focal point for HSE management systems implementation, provide recommendations and feedback to HSE technical functions, and facilitate HSE communications and training for personnel.

Key Responsibilities

HSE Monitoring

• Monitor HSE inspections to ensure products, services, equipment and other inspected items meet HSE standards and are safe for processing or use by others.
• Ensure inspection activities are sufficient.
• Review reports, feedback and inputs from technical, projects, quality and other functions to ensure aligned and timely HSE support.
• Monitor HSE compliance and performance by staff and participate in complex, high-impact HSE inspection activities to ensure compliance with standards and procedures.
• Act as first point of contact for safety, health and environment aspects for the company's HSE management systems and ADNOC Code of Practices.
• Revise purchasing standards to ensure equipment and materials meet applicable safety codes and conform to latest technology.

Operations Safety

• Identify hazardous and risk activities and undertake steps to mitigate risk.
• Ensure proper disposal of hazardous waste, toxic chemicals and related materials.
• Monitor safety, environment and health tools and equipment, including personal protective equipment, glassware, spare parts and other equipment to support HSE processes.
• Recommend preventive maintenance programs and associated procedures to ensure safety equipment and installations remain in optimal operating condition.
• Follow up on safety for preventive maintenance programs.
• Contribute to development of plant safety programs.
• Ensure availability of safety manuals, hazardous area instructions, safety materials, publications and posters.
• Identify areas of unsafe working conditions and recommend improvements.
• Prepare and update safety inspection checklists and schedules for surveying plant facilities to assess hazards and pinpoint corrective actions.

HSE Initiatives & Project Implementation

• Lead and participate in HSE-related studies in line with HSE technical experts, including HSE Impact Assessment, HAZOP, HAZID, Root Cause Analysis and Risk Assessment.
• Audit, review and assess deployed projects, initiatives and recent updates to ensure sustainable and continuous development.
• Lead housekeeping and other environmental activities and initiatives to support the working environment in the plant.

HSE Training

• Assess training needs for HSE within the respective area.
• Align training sessions with HSE technical and management functions.
• Conduct and facilitate HSE training programs and communications.
• Lead or monitor evacuation and drilling exercises to ensure readiness and preparedness of personnel for emergency cases.
• Communicate, educate and advise on HSE updates in policies, procedures, practices, technology and other developments to ensure timely information for the team.
• Prepare analysis and reports for routine and non-routine HSE activities.

Incident Management

• Analyse accidents and recommend actions to minimize recurrence.
• Follow up on implementation of recommendations to ensure HSE barriers are in place until close-out report issuance.
• Investigate or participate in accident investigations as per HSE management instructions to enable forthcoming decision-making.
• Lead communications in line with the chain of command within HSE for the plant during crisis to ensure timely response by the team.

Supervision

• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop assigned staff on relevant skills to enable proficiency and delivery of section objectives.

Budget Management

• Provide input for preparation of functional budgets.
• Assist in implementation of approved budget and work plans to deliver section objectives.
• Investigate and highlight significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures

• Implement approved section and department policies, processes, systems, standards and procedures.
• Support execution of section and department work programs in line with company and international standards.

Performance Management

• Contribute to achievement of approved performance objectives for the function in line with the company performance framework.

Innovation and Continuous Improvement

• Design and implement new tools and techniques to improve quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards.
• Define intelligent solutions for issues confronting the function.

Health, Safety, Environment & Sustainability

• Comply with relevant HSE policies, procedures and controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.

Reporting

• Provide inputs to prepare section MIS and progress reports for company management.

Qualifications & Experience

• Bachelor degree in Safety, Industrial Engineering, or any related engineering field.
• Minimum 8 years of experience, including at least 3 years as Safety or HSE Engineer.
• Experience in HSE project implementation, HSE inspection, conducting training and awareness sessions, and HSE systems.
• Hands-on experience with Risk Assessment Studies, including TRA, HAZID, HAZOPS, PSSR and HSEIA.
