Role Purpose
Lead the preparation and management of pre-contract cost estimates, cost plans, and benchmarking for large-scale infrastructure projects. Ensure alignment between design intent and cost objectives while supporting procurement strategies and commercial risk management.
Key Responsibilities
Cost Planning & Estimation
- Lead the preparation of pre-contract cost estimates, cost plans, and benchmarking for large-scale infrastructure projects.
- Develop and manage Bills of Quantities (BoQs) and pre-tender estimates using CESSM and other industry standards.
- Conduct market analysis and engage with supply chain to inform cost data and procurement planning.
Procurement & Contracts
- Support the development of procurement strategies, including packaging, tendering, and contract formation.
- Prepare and review tender documentation, including pricing schedules and contract conditions.
Stakeholder & Risk Management
- Collaborate with multidisciplinary teams to ensure alignment between design intent and cost objectives.
- Assist in risk and value management and cost control functions.
- Assist in identifying, analysing and developing responses to commercial risks.
- Attend and represent the organization at commercial meetings.
Qualifications & Experience
- Minimum 10 years of experience in cost management within the construction industry.
- Bachelor's degree in Engineering, Construction Management, or a related field.
- Strong background in pre-contract quantity surveying for infrastructure and civil engineering projects including masterplanning.
- Preference for major international events experience such as expos, sports events, or cultural festivals.
- Proven project background and demonstrated technical writing ability in English.
