Senior Construction Manager (Saudi National Only)

Senior Construction Manager for Decima International, a professional services company providing project management and controls services to clients in the United States and the Middle East. The position is based in Dubai, United Arab Emirates, supporting the development of multiple data center projects for a leading global technology client.

Role Purpose

This client-facing role requires a driven and capable construction professional to support the development of multiple data center projects across multiple regions. You will play an integral role in mentoring staff, forming long-term relationships with clients, and pursuing new work through strategy development, positioning, proposing, and negotiating contracts.

Key Responsibilities

Project Management & Delivery

• Manage assigned work from start to closeout, covering all aspects related to work delivery to ensure work is conducted in a timely and effective manner.
• Establish and maintain strong relationships with clients and communicate with both technical and management-level personnel.
• Review project plans, requirements, and specifications.
• Work with contractors to establish Critical Path Method baseline schedules.
• Perform resource analyses to identify potential bottlenecks and resource strain.
• Review and validate project progress, contractor pay applications, and invoices.

Planning, Risk & Strategy

• Identify project risks, gaps, and opportunities and provide recommendations to stakeholders to mitigate the impact of risks and take advantage of opportunities.
• Carry out financial and technical appraisals of project options.
• Perform feasibility studies and site surveys.
• Liaison with designers, engineers, superintendents, and construction managers as required.

Meetings & Communication

• Facilitate, run, and chair project meetings, including Owner's Advisory Committee meetings, and maintain accurate meeting minutes and action items.
• Prepare PowerPoint presentations to management on progress, findings, and recommendations.
• Develop various types of reports targeting different audiences.

Procurement & Contracting

• Prepare Requests for Proposals and support the process of contractor selection and contract award.
• Support business development efforts by contributing to strategy development, positioning, proposing, and negotiating contracts.

General

• Perform other related duties as required and assigned.

Qualifications & Experience

• 15 or more years of construction project management experience.
• Bachelor's degree in construction, civil engineering, structural engineering, architecture engineering, project management, or related technical field.
• Excellent understanding of construction, civil, structural, and architectural disciplines.
• Strong working knowledge of pre-design and pre-construction, contract management, project delivery methods, building systems and components, and technology.
• Demonstrated ability to understand technical and complicated construction programs and communicate progress to both technical and management-level personnel.
• Experience in client-facing positions.
• Versed in modern project management techniques within complex, multi-functional organizations with understanding and knowledge of engineering, design, procurement and contracting, safety, construction, and commissioning.

Preferred Qualifications

• Master's degree in Construction Management.
• Bachelor's degree in Construction Engineering.
• Earned Value Management experience.
• Active membership in PMI, CCMA, or similar associations.
• Project Management Professional certification.
• Certified Construction Manager certification.
• Strong background in data center development and construction.

• Position Title: Senior Construction Manager.
• Position Classification: Salary-based full-time regular hours.
• Primary Location: Dubai, United Arab Emirates (on-site).
• Saudi National Only: This position is restricted to Saudi nationals.
• Status: This position is part of anticipated expansion in the UAE. While the organization is excited about the opportunities this role will offer, the position is not currently active and is associated with the planned launch of operations in the region.
