Senior Associate - Occupational Safety and Health

Role Overview

Senior Associate - Occupational Safety and Health at Aldar Properties. The role is based across all Aldar developments and project locations.

Role Purpose

Support the implementation of Aldar's Occupational Safety and Health Management System in compliance with Abu Dhabi Occupational Safety & Health Centre (ADOSH) requirements, ISO 45001, local jurisdiction legislation, and the nature of work across all developments and projects.

Key Responsibilities

Compliance & Legal Management

• Update Aldar legal compliance register, risk register, and Occupational Safety and Health Management System (OSHMS) formats, elements, and appendixes to meet ADOSH and ISO 45001 legal requirements, as well as widespread Emirates Authority requirements.
• Implement Aldar OSH Management System to achieve compliance and succeed in ADOSH audits.
• Deal with authorities and third parties to close out pending issues.
• Track all new legal requirements, changes, and advise all involved parties for full compliance.
• Ensure the OSHMS aligns with ISO 45001 and ADOSH-SF standards.
• Follow up with authorities and other stakeholders regarding all OSH issues for full compliance, including managing authority visits, audits from ADOSH or widespread Emirates Authority requirements, Abu Dhabi or Dubai Municipalities, and Civil Defence.

Risk Assessment & Hazard Management

• Review trend analysis of unsafe acts, unsafe conditions, and all incidents to determine whether existing arrangements are adequate or additional control measures are required.
• Review and approve activity-specific risk assessments along with approved method statements.
• Produce safe working procedures and generate new risk assessments.
• Maintain and update tracking register for Risk Register records.

Monitoring & Audits

• Participate in all OSH proactive monitoring programmes including management walks, office and site inspections, welfare facilities inspections, site meetings, authority visits, internal and external audits, and monitoring of OSH objectives, targets, programs, and initiatives.
• Conduct regular compliance audits on all involved parties to ensure effective implementation of Aldar OSH Management System and full compliance with Aldar OSHMS elements and related appendixes.
• Review each project's Monthly OSH Proactive Monitoring Programme for full compliance with Aldar OSHMS requirements and necessary implementation by PMC, Consultants, and Principal Contractor.
• Obtain approval from relevant parties on monitoring programmes.
• Monitor contractor compliance with OSH rules and guidelines through daily site visits.
• Evaluate the performance of approved OSH representatives and recommend improvements or replacement where required.

Documentation & Reporting

• Produce, review, and approve OSH documents including emergency evacuation and rescue plans, lifting plans, OSH Alerts, OSH plan, and OSH prequalification.
• Participate in collecting and preparing OSH reports including OSH sustainability data, OSH monthly dashboard, and annual reports.
• Issue all required OSH reports.
• Maintain and update tracking register for Inspection and close-out reports, Audit and close-out reports, Aldar OSH Management Walk and close-out reports, Serious OSH incidents, non-serious OSH incidents with evidence of incident notification to authority, OSH Enforcement Notices and close-out records, and Risk Register.
• Submit monthly OSH Reports as per the approved calendar.
• Review reports in line with Aldar OSHMS requirements.
• Gather all required OSH data for all reports prior to obtaining approval.
• Track all OSH documents and records belonging to all projects on any existing Aldar system or platform.

Stakeholder Management & Engagement

• Organise and cover all OSH requirements related to management review meetings and necessary implementation of new legal and project requirements.
• Attend periodic OSH meetings and committee meetings on each project to debate site-wide issues as per Aldar OSHMS.
• Follow up with PMC, Consultants, and Principal Contractor to close out outstanding issues.
• Report all major non-compliance infractions to the line manager and project delivery team and set up appropriate action plans for close-out.
• Plan regular OSH campaigns across all Aldar developments and engage authorities where required for participation.
• Provide effective support covering all projects by monitoring contractor compliance and conducting daily site visits.
• Deal with external parties in monitoring performance and creating scope of work and budget reviews.

Qualifications & Experience

• Minimum 6+ years of experience in OSH management with a large developer or construction firm.
• Sector experience in OSH function within a developer or construction organization (PMC or Consultant).
• Bachelor degree in OSH or NEBOSH Level 06 Diploma / NVQ Level 5 or above in Health and Safety.
• NEBOSH Level 3 Certificate.
• ISO 45001 lead auditor certification and ADOSH Grade A or B card, or at least completion of the OSH Practitioner course (ADVETI).

Skills & Competencies

• Strong knowledge and exposure to the GCC real estate market and local/national OSH rules and regulations.
• Experienced in contractor assessment and qualification regarding OSH requirements.
• Ability to handle multiple tasks and priorities required for managing project quality compliance across multiple projects.
• Fluent in English with excellent communication skills, both written and verbal.
