Role Overview
Safety Officer / HSE Officer at MIRA Construction in the UAE. The ideal candidate will have hands-on construction site experience in the UAE, with strong knowledge of occupational health and safety requirements, site safety procedures, risk assessment, inspections and incident prevention.
Role Purpose
Monitor site activities and ensure compliance with approved safety procedures and UAE requirements while promoting a strong safety culture across the project.
Key Responsibilities
Site Monitoring & Compliance
- Monitor daily construction activities to ensure compliance with health and safety requirements.
- Conduct regular site safety inspections and identify unsafe acts, conditions and potential hazards.
- Ensure workers and subcontractors follow approved HSE procedures and site safety requirements.
- Monitor the proper use of PPE and ensure compliance with site safety rules.
- Ensure proper housekeeping and safe working conditions across the construction site.
Risk Management & Hazard Identification
- Prepare and maintain risk assessments, method statements and other HSE documentation.
- Identify potential risks associated with construction activities and recommend appropriate control measures.
- Identify hazards and implement practical corrective measures.
- Monitor high-risk activities and ensure appropriate permits and control measures are in place.
- Experience monitoring high-risk activities such as working at height, lifting operations, excavation, scaffolding and hot works.
Training & Awareness
- Conduct toolbox talks, safety inductions and regular safety awareness sessions.
Incident Management
- Investigate accidents, incidents, near misses and unsafe occurrences and prepare appropriate reports.
- Recommend and implement corrective and preventive actions.
- Report safety violations and follow up on corrective actions until closure.
Coordination & Communication
- Coordinate with site engineers, supervisors, subcontractors and project management regarding safety matters.
- Communicate effectively with consultants, contractors and subcontractors.
Documentation & Record-Keeping
- Maintain records of safety inspections, observations, incidents, training and corrective actions.
Emergency Preparedness
- Assist in emergency preparedness, drills and response procedures.
HSE System Development
- Support the implementation and continuous improvement of the project's HSE management system.
Qualifications & Experience
- Minimum 2 years of hands-on Safety / HSE experience in the UAE construction industry.
- Bachelor's degree or diploma in Occupational Health & Safety, Engineering, Environmental Science or a related field.
- NEBOSH, IOSH or other relevant HSE certifications preferred.
- Experience conducting site inspections, toolbox talks and safety inductions.
- Good knowledge of risk assessments, method statements and permit-to-work systems.
- Experience handling incident and accident investigations and preparing HSE reports.
- Experience working on large-scale residential, commercial or infrastructure construction projects.
- Familiarity with UAE construction safety requirements and practices.
Skills & Competencies
- Strong practical knowledge of construction site safety procedures and risk management.
- Strong understanding of PPE requirements and safe work practices.
- Good communication and interpersonal skills.
- Strong documentation and reporting skills.
- Ability to work independently and effectively coordinate with site teams and subcontractors.
