Resident Engineer - Civil_OHL

Role Overview

Resident Engineer - Civil for overhead transmission line (OHL) projects with WSP in the Middle East. You will lead and manage all aspects of EPC civil works from initiation to closeout, ensuring adherence to project objectives, schedules, and budgets.

Role Purpose

Act as the primary technical leader on-site for EPC civil works, supervising contractors and managing daily OHL construction activities while ensuring strict compliance with project specifications, HSE standards, and UAE/TAQA safety regulations.

Key Responsibilities

Project Leadership & Planning

• Lead and manage all aspects of overhead transmission line projects from initiation to closeout.
• Collaborate with internal teams and external stakeholders to develop project plans, including scope definition, resource allocation, and risk management strategies.
• Support the Principal Resident Engineer or Project Manager in all project delivery aspects.

On-Site Supervision & Construction Management

• Act as the primary technical leader on-site for EPC civil works, supervising contractors.
• Manage daily OHL construction activities and conduct regular site inspections.
• Conduct regular progress review meetings and project scope reviews.
• Resolve construction-related challenges in a timely manner.

Inspection & Quality Assurance

• Inspect and approve civil works including earthworks, tower foundations, access roads, and drainage to ensure compliance with approved drawings, Method Statements, and ITPs (Inspection & Test Plans).
• Review and approve civil drawings, shop drawings, material submittals, and geotechnical reports.
• Conduct quality assurance checks to monitor progress and identify issues.
• Verification and certification of materials and work measurements.
• Verify all as-built documents.

Compliance & Documentation

• Ensure strict adherence to HSE (Health, Safety, and Environment) standards and UAE/TAQA safety regulations.
• Promote a safety-first culture across the project team.
• Ensure compliance with environmental regulations, permitting requirements, and safety protocols throughout the project lifecycle.
• Conduct regular HSE auditing of work and report findings.
• Maintain comprehensive site documentation, including RFIs (Request for Information) and NCRs (Non-Conformance Reports).
• Maintain complete project records, including technical documentation, test reports, and as-built drawings.
• Ensure proper handover upon project completion.

Coordination & Stakeholder Management

• Coordinate with multidisciplinary teams including electrical and MEP specialists.
• Attend progress meetings and submit daily and weekly progress reports.
• Coordinate Permits and NOCs (No Objection Certificates) required for site activities.
• Coordinate with Contractor's suppliers and vendors to procure materials, equipment, and services necessary for project implementation.
• Address technical inquiries, resolve disputes, and mitigate project risks.
• Interact professionally with diverse stakeholders and build strong client relationships.

Technical Guidance & Leadership

• Provide technical guidance and support to project team members.
• Foster a culture of safety, professionalism, and excellence among project team members.
• Promote continuous improvement and knowledge sharing.
• Inspire and motivate project teams, foster collaboration, and drive results.

Project Closeout

• Complete the project closeout process.

Qualifications & Experience

• Bachelor's degree in Civil Engineering or related field; Master's degree preferred.
• Professional Engineer (PE) license preferred.
• Minimum of 15 years of experience in Civil Engineering with a focus on overhead transmission line projects.
• Extensive knowledge of transmission line design, construction, and maintenance practices, including tower configurations.
• Expertise in reinforced concrete foundations, geotechnical investigation, tower spotting, and stringing logistics.

Skills & Competencies

• Proficiency in relevant engineering software and tools, such as PLS-CADD, PLS-POLE, and AutoCAD.
• Excellent project management skills, including the ability to develop and execute project plans, manage resources, and mitigate project risks.
• Strong understanding of Health, Safety, and Environmental (HSE) practices to ensure a safe worksite.
• Effective communication and interpersonal skills.
• Leadership qualities, including the ability to inspire and motivate project teams.
