Quantity Surveyor

Role Overview

Quantity Surveyor at HILL International. The role manages project costs, budgeting, cost control, variations, claims, and contract administration to ensure projects are delivered within approved financial parameters.

Role Purpose

Oversee all financial aspects of construction projects throughout their lifecycle, maintaining cost discipline and contract compliance while supporting project teams and consultants in effective cost management and reporting.

Key Responsibilities

Cost Management & Budgeting

• Develop and maintain systems for Design Consultant covering budgeting, cost control, estimating and reporting.
• Verify project control budgets and update them as required for Management approval.
• Prepare and review forecasts for final project costs, including variations, considering the commitments.
• Prepare and update cost data to review cost estimates submitted by the Design Consultant.

Cost Estimating & Analysis

• Review cost estimates submitted by Consultant and Contractor and ensure compliance with Agreement, Contract drawings, specifications, and accuracy of Company requirements.
• Ensure that cost estimating and cost control requirements for variations are incorporated in the tender specification documents.
• Review Bill of Quantities prepared by Design Consultants and Contractors and ensure that they are according to drawings and specifications.

Variations & Claims

• Review various activities of construction projects regarding variations and submissions for Management approvals.
• Review Change Requests, Contract Trend Notices, Variation Orders, and Claims.

Progress & Final Accounts

• Review and certify progress payments and final accounts in coordination with the project team.
• Review final cost reports, assets registers, and project closeout reports for compliance with Contract requirements.

Compliance & Standards

• Ensure compliance with contract requirements, drawings, specifications, and FIDIC standards.
• Inform themselves of relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International and ensure continued compliance with these requirements while employed.

General Duties

• Perform other similar or related duties as assigned by the line manager or supervisor.

Qualifications & Experience

• Bachelor's degree in engineering, Quantity Surveying, or a relevant discipline.
• At least 12 years or more of relevant experience.
• Certified Chartered Quantity Surveyor preferred.

Skills & Competencies

• Understanding of costs and FIDIC standards.
• Strong computer skills, including Microsoft Word and Excel.
• Good interpersonal skills and ability to work well in a team environment.
• Ability to develop good working relationships with clients and their agents.
• Ability to communicate effectively verbally and in writing in English.
